During the RRC-06 in Geneva Bulgarian Administration has got planned allotments in VHF Band III (174-230 MHz), UHF Bands IV (470-574 MHz) and V (574-862 MHz) enabling 10 DTTVB networks for nation-wide coverage, 31 DTTVB networks for regional coverage and 26 DTTVB networks for regional coverage of tree biggest country towns (Sofia, Plovdiv and Varna). One year later the WRC-07 has resolved to reallocate the band 790 to 862 MHz to the mobile service in order to enable provision of MTV broadcasting service to viewers which did not at all materialize-in fact this band was entirely dedicated to further expansion of mobile service in most countries. The European Commission [COM(2009)586; COM/848/EO; COM(2010) - Final and in particular with its Decision 2010/267/EC] has paved the way for setting up of harmonized technical conditions of radiocommunication systems within this band in The European Union.

For financial reasons The Ministry of Defence has not released yet some channels within Bands IV and V being in use by defence systems of the nation since decades. Not withstanding with this the release of occupied channels by this Ministry shall be done subject to budgetary appropriations foreseen in its annual budget in accordance with specific time table for release of TV channels intended for the deployment of DTTVB networks and with the economy status of this country.

The Law for Electronic Communications (Section 209 Paragraph 10) stipulated granting license for additional DTTVB network with nation-wide
- coverage. Therefore granting DTTVB network licences for regional coverage
was to be on hold. Shift from horizontal polarization applied in analogue TTV broadcasting to vertical polarization for DTTVB networks, together with simulcast requirement for 3 to 8 months has complicated further the tasks of the Body for Digital Television and the Regulaltory Authority CRC. Last but not least, juridical court orders may have additional substantial impact on the whole process for transition to DTTVB in this country.

The Digital Dividend deployment There is no doubt that no efforts will be spend to overcome said difficulties by this country at every level. After the definite ASO of analogue terrestrial TV broadcasting and either upon formal license application or by initative of competent Regulatory Authority, rights will be granted for using protected spectrum within Geneva 2006 Plan for mobile applications, expansion of MHP based services or pan- European services - all falling within the European Union policy for DD adoption. Practical schedules and deadlines are to be defined as soon as possible. It is worth underlining that “Plan 2012” stipulates clearly (in accordance with its Annex 2) that the TV channels falling within the Digital Dividend framework, are not foreseen anymore for deployment of DTTV broadcasting networks.
