Localizing Ghana’s Nuclear Power Programme

  • Key Requirement Built on 4 Pillars
  • Continuous Stakeholder Involvement and participation
  • Competent Human Resource Development
  • #Capable Local Industry Involvement and Participation
  • Strong Government Commitment and International Cooperation
  • The Drive for local industry participation rests on:
  • The need for local industry to support the safe, sustainable and affordable operation and

maintenance of Ghana’s nuclear facilities.

  • The need for local industry to participate in the appreciable quantum of business that Ghana’s

nuclear power programme (esp. project phase) will generates.

  • Need for technology transfer, partnerships and upgrade of local industry.
  • Positive impact on GDP growth

Determining Localization Provisions

  • For embarking countries, 100% localization is not feasible due mainly to
  • High/Complex Technology Requirements
  • Stringent Nuclear Safety Requirements
  • What should then be the Localization Ratio?
  • Guiding documents prescribed approx. 10% – 30 %. But it is Country Specific
  • Conduct national analysis on local industry capacity and capability for each entry point (work closely

with AGI, GhIE, GSS etc.)

  • Assess national data on local industry participation in developmental projects
  • Conduct site visitation, inspection and appraisal of local industry to qualify them into a nuclear

industry association. The objective is to properly and effectively direct supports and monitor application of any assistance for building local industry capacity

  • Four major possible entry points available for local industry in NPP.
  • Design and Planning
  • Manufacturing and Procurement
  • Construction and Installation
  • Operation and Maintenance
  • Business generation for local industry at any of these points is substantial.
  • Cost of equipment, components and materials used for construction of NPP

represents approx. 30% to 40% of overall cost of the plant, [IAEA Doc. On Industrial Involvement].

  • About 30% of total NPP investment cost is typically related to Civil Construction and

Installation, [IAEA Doc. On Industrial Involvement].

  • Component of Qualification Programme

Development of proper management documentation

Facility modifications and upgrade to comply with ISO 9001:2015

Establishment of nuclear culture mindful of nuclear specific quality requirements

Training in applicable codes and standards

  • Basis for Qualification of suppliers in the supply Chain

Need to manufacture to meet code and standard so as to control financial and project risks

Need to meet Regulatory Requirements for the licensed NPP design

Need for O/O to adopt applicable standards to meet provisions within the license granted by the regulator

Need to meet Vendor design criteria and codes of practice

Qualification of Suppliers

Establishing Industrial Involvement Policy

  • Need to Mobilize and Motivate local industry to provide quality goods and services to support Ghana’s

Nuclear Power Programme

  • Policy is the main driver for Private Sector investment and participation
  • Sources of Motivation

Stability in government’s long term industrial policy as an insurance for local industry investment and participation in Ghana’s NPP.

Legislation to back the implementation of key provisions in most policies on industrial development

Strategic National Investments and Incentives for local industry

Regulation, Monitoring and Evaluation

Industrial Upgrade Programmes and Qualifications

International Cooperations and Partnerships

The Draft Roadmap

slide-12
SLIDE 12

NPID-127540-PRS-003 12

Actions on Phase 1 INIR Recommendation & Suggestion for Industrial Involvement

Recommendation

  • Ghana (GNPPO) should develop a policy for national industrial involvement for the

nuclear power programme.

 A Working Group has been constituted from stakeholders to work on policy for local

participation in Ghana’s nuclear power programme. INIR Report

  • INIR Report was presented to the

Ministry of Energy in May 2017.

slide-13
SLIDE 13

NPID-127540-PRS-003 13

Actions on Phase 1 INIR Recommendation & Suggestion for Industrial Involvement

Suggestion

  • Ghana (GNPPO) is encouraged to engage potential NPP suppliers to better understand

where Ghanaian industry could participate and to develop awareness of the required quality standards and procedures for qualification of contractors.

IAEA & Vendor-Specific workshops for local industry ongoing

Concluding Remarks

  • A viable nuclear power programme relies on strong governmental support and national

investment directed at progressively building skilled human resources, competitive industrial sector and local supply chain in a medium to long term national development framework.

  • It has been recognized that, Ghana has an extremely low current level of industrial capacity

and capability.

  • It is therefore essential that active steps be instituted, as part of any policy, to introduce

new capabilities and upgrade existing capabilities in the many different areas that a nuclear project will require.

slide-15
SLIDE 15

NPID-127540-PRS-008 15

Concluding Remarks

  • Partnerships, joint ventures, provision of incentives and technology transfer initiatives among
  • thers are needed to support local industry to timely develop the required capability to

effectively participate in the huge business opportunities that are associated with nuclear power programmes.

  • Local industry participation in nuclear power programme has the great advantage of not only

the transfer of complex technologies but also the reduction in capital investment and generation cost of power due to,

  • The use of competent local labour,
  • Reduction of dependence on foreign labour, imported goods and services
