 One (1) payroll is processed once per month.  Processed two (2) days before the final work day of the month.  All pay actions received by the end of the pay cycle are paid.  Any pay actions received after the deadline will be processed during the next applicable payroll cycle.  Error corrections are made as timely as possible, but are subject to federal and state tax reporting concerns.  Every effort is made to ensure timely payment of employees.

Payroll Notes…

 All Supplements (coaching, additional days, etc.) are paid in 12 equal installments.  If the supplement is dropped or removed from an employee, it will be terminated as soon as possible.  If an employee quits an assignment and a resulting overpayment is determined, the entire amount will be deducted from the employees next paycheck.

 If employee terminates before the end of school year, the entire amount withheld will be paid in the next payroll cycle minus any deductions.

 Leave – List of Sick Leave, Personal Leave and FMLA Leave.  Earned – The amount of days an employee earns at the beginning of the Fiscal Year. July 1.  Used – The amount of days in each group an employee has exhausted at the date payroll cycle ended.  Payroll cycle ends near the middle of each month. Leave days used after the middle of the month may not be reflected in the balance shown on the pay advice for that month.  Balance – The remaining balance in each leave class at the time payroll cycle ended.  It is your responsibility to know your own leave balances.  Failure to do so may result in an employee exceeding available leave.  Exceeding leave will cause employee to lose pay.

 Review Policy CGPH on Leaves and Absences.  Leave provision do not start until new employees officially report to work for the first day.  Based on fiscal year.  187-219 day employee receives 7 sick and 2 personal days.  220-237 day employee receives 8 sick and 2 personal days.  238 day employee receives 9 sick and 12 personal days.  Days are prorated, if employee starts after normal start date.  If employee terminates before end of year, employee’s pay will be adjusted for days taken beyond prorated amount.  Complete Leave Forms  Each school has a procedure. Sick Leave  Sick leave (ethically) must be used for:  personal illness  illness or death of immediate family member (bereavement)  or someone whom the employee is

Insurance/ Benefits… Remember…

 Maintain updated name and address information with your insurance carriers.  Obtain change request forms through Human Resources.  Employees who enroll in 125 Cafeteria Plan may not make changes to their deductions until the next open enrollment period unless there is a qualifying event. (October 1 to October 31;

annually)

 Manage your insurance coverage.  We do not discuss your insurance or pay information with anyone, including spouses.  Know your insurance coverage(s).  Keep your policy information handy as well as contact numbers for the agents should you have any questions regarding your policy.  Monitor your insurance premiums.  Any discrepancies in premium deductions should be reported to the Business Office immediately.

[ GCRAA] - Fair Labor Standards Policy

Hourly Workers and Overtime Each employee subject to FLSA shall be paid in accordance for all hours worked. Compensable time includes all time that an employee is required to be on duty. All salaried non-exempt employees shall work an eight (8) hour work day. Coffee breaks, waiting time, and meal periods, which are frequently interrupted by calls to duty are hours worked and are compensable. Unencumbered lunch breaks of thirty (30) minutes or more are not compensable. Employees are expected to arrive and depart at or about the time specified by their immediate supervisor (schedule), unless requested to work overtime by their supervisor. All overtime shall be recorded ... Failure to follow board policy on overtime will result in dismissal of any employee who violates the policy. Revised at the August 12, 2010 Board Meeting) Policy amended to read: Employees shall use the fingerprint scanner to record the exact time of arrival and departure from work.

 Cards are state funds appropriated directly to teachers

for the purchase of classroom supplies, materials & equipment.

 Allocation amount will be the same in all districts.  New cards will be issued each year.  Cards will be issued in mid September.  Cards will suspend at March 31, 2019  Teachers are required to turn in the card to the district if

the teacher leaves the district.

 Teachers must notify the school district immediately if

the card is lost, destroyed or stolen.

Other Purchasing…

 If you want or need to buy something, see your school bookkeeper.  You must complete a requisition with all relevant purchase information.  Give your requisitions to your school bookkeeper and they will process it for a purchase order.  All purchases require a purchase

  • rder before purchasing the item.

 You can not buy an item and submit a receipt for reimbursement.  You do not have the authority to verbally agree to a purchase or approve a purchase.  If you do so in any way the purchase relationship is between you and the vendor and you will be personally liable for paying the vendor.  If you have any questions, your school bookkeeper should be able to help you.

39  Utilize My School Bucks Online School Store  Teacher Receipting Instructions  No funds should be accepted without the teacher’s receipt book.  Never cash a personal check out of the funds you have collected.  Any teacher noting a shortage of monies shall report it immediately to the principal who in turn shall report it to the Business Office.  Receipting School Funds  Count all funds turned into the office.  The teacher, sponsor, etc. must send a receipt book or receipt sheet with the money.

 This is not optional.  The payment is deposited into the same bank account as your payroll check.  Employees receive an emailed check copy (See picture) from Acctspayable ap@hinds.k12.ms.us on the day of deposit.  Travel Advances are deposited no more than (5) business days in advance of the trip.  Travel Reimbursements are process based on receipt of request and approval.

[DFK] Donations - Gifts and Bequests to District

The Hinds County School District’s Board of Education shall accept or reject gifts and bequests on the recommendation of the superintendent. The criteria for a gift or bequest to be acceptable are as follows: 1. It must become the property of the Board of Education of the Hinds County SchoolDistrict. 2. It must be compatible with the district’s goals, objectives and standards. 3. It must have a legitimate school use. 4. It must not create an imbalance in educational programming for the school levelintended. 5. It must not incur a district responsibility to replace when lost, stolen, or outmoded unless the loss of the item(s) results in a negative quantity of the item for that school when compared to the district standard for the school level involved. 6. It must be assessed for fixed assets as explained below. Any school principal considering acceptance of a gift on behalf of the district shall follow district policies and procedures involving gifts. The principal shall obtain the superintendent’s approval of a gift prior to proceeding with any binding commitments or contract initiation. Any cost related to installation shall be borne by the donor. Approval of the gift by the superintendent must be in writing and must be received by the principal before any action is taken to indicate acceptance of the gift by the district and/or the individual school.

[DJE-E] Purchasing Law Guidelines

No purchase shall be made without prior approval of the Business Manager. To ensure compliance with state law, purchases of equipment and supplies will be made through central office purchasing. To make a purchase, the steps listed below must be followed. Any deviation from these guidelines may result in a violation of the State Purchasing Laws. Any employee who shall incur a violation by not following the guidelines shall be personally responsible for all repercussions, including payment to vendors. An item that is on State Contract may be purchased for any amount without bids

  • r quotes. Non-State Contract items costing less than $5000.00 may be

purchased without bids or quotes. Non-State Contract items costing $5000.01– $49,999.99 must have two quotes attached to the purchase order submitted to central office. Items costing $50,000. or more must be advertised for bid by central office purchasing. The bid process may take up to four (4) weeks.

The Purchasing Procedure is as follows:

1.

A requisition will be completed and signed by the appropriate person needing the item.

2.

The requisition is forwarded to the school bookkeeper who enters into MUNIS purchasing workflow.

3.

The requisition follows established electronic workflow for approval and processing. NOTE: NO PURCHASE CAN BE MADE PRIOR TO THE PURCHASE ORDER BEING APPROVED BY CENTRAL OFFICE.

4.

When the order is received, the receiver will verify that the items received match the purchase order and that all items are received in good condition. If there is a discrepancy, the receiver will note the discrepancy and call the vendor.

5.

The receiver’s signature on the invoice authorizes payment and indicates that the items

  • rdered and invoiced have been received in good condition at the school.

6.

Once approved for payment, it is entered in MUNIS Accounts Payable for payment referencing the appropriate purchase order.

It is the policy ... that employees comply with the Mississippi mandated identity theft prevention laws and School District data breach procedures. Employees are required to protect the sensitive personally identifiable information about students, employees and

  • thers from inadvertent, negligent and willful disclosure or breach of such information, data
  • r records. Violation of this Policy may result in corrective action up to and including

termination and may be punishable by law.

  • 2. Definition

Data Breach - Disclosure of personal information pertaining to students or staff by any unauthorized person. Personal Information - The first name or first initial and last name of any student or staff in combination with and linked to any one or more of the following: (1) social security number; (2) driver’s license number or State identification card number; and (3) financial account number or credit or debit card number, in combination with any required security code, access code, or password that would permit access to an individual’s financial account. Personal information does not include publicly available information that is lawfully made available to the general public from federal, state or local government records.

[ EGB] Student I nsurance Program

Parents should be reminded: Students participating in varsity athletics are required to submit a statement signed by the parent/ guardian indicating that the school is not to be held responsible for injuries sustained during participation in the varsity sport. The student shall purchase accident insurance and shall present a statement signed by his/ her parent or guardian that the family has such coverage. Participation in extracurricular activities is voluntary. The Hinds County School District does not furnish student insurance, nor does it sell insurance or act as agent for any insurance company or local insurance agency. Students shall not be allowed to participate in school sponsored activities where there is reasonable risk of injury or death without parent/ guardian furnishing a signed statement certifying that health/ accident insurance coverage exists on such student.

FEE POLI CY ... authorizes the superintendent to charge reasonable fees, but not more than the actual cost, for the following: 1. Supplemental instructional materials and supplies, excluding textbooks; 2. Other fees designated by the superintendent as fees related to a valid curriculum educational objective, including transportation; and 3. Extracurricular activities and any other educational activities of the school district, which are not designated by the superintendent as valid curriculum educational objectives, such as band trips and athletic events. Fines may be charged for overdue library books, lost or damaged library books, textbooks, or school property; but no fine may exceed the actual cost of the

  • item. All fees authorized to be charged under this policy, except those fees

authorized under (3) above, shall be charged only upon the condition that a financial hardship waiver may be granted upon request pursuant to the following.

In no case shall ... expose any pupil receiving a hardship waiver to any type stigma or ridicule by

4. The confidentiality provisions of this policy shall apply equally to any students who have an inability to pay any fees authorized by this policy. 5. Hardship waivers will be determined by the following criteria: Medicaid, food stamp and free lunch eligibility. In no case shall the inability to pay the assessment of fees authorized under the provisions of this Fee Policy result in a pupil’s being denied or deprived of any academic awards or standards, any class selection, grade, diploma, transcript, or the right to participate in any activity related to educational advancement.
