Purpose of this initiative • Consider potential enhancements to the ISO interconnection procedures • Focus primarily on GIP and other pre-GIDAP processes • Include areas of GIDAP not pertaining to or affecting its overall process design, participant incentives and deliverability allocation elements • While keeping overall level of effort reasonable and doable for stakeholders and the ISO Page 6 California ISO

Objectives for today’s stakeholder call • Discuss topics initially proposed to be in scope • Obtain initial stakeholder feedback – Does this scope address the topics stakeholders are most concerned about? – Are the topic descriptions accurate? – Is the overall level of effort doable? • Discuss requested stakeholder input and provide instructions on template Page 7 California ISO

  8. Development of proposed scope 1. ISO assembled a list of potential topics from a number of sources including: • Topics from 2012 GIP 3 stakeholder process • Topics stakeholders have made known to the ISO over the past year • Topics ISO Management publicly committed to include in this initiative 2. ISO pared the list down to a reasonable scope while considering • Relative priority of topics • Queue management • Level of effort / workload budget Page 8 California ISO

  9. Topics initially proposed to be in scope 1. Future downsizing policy (pre-Cluster 5) 2. Disconnection of first phase of project for failure of second phase (all projects) 3. Clarify tariff and GIA provisions related to dividing up GIAs into multiple phases or generating projects (GIP, possibly GIDAP) 4. Improve Independent Study Process (GIDAP) 5. Improve Fast Track Study Process (GIDAP) Page 9 California ISO

  10. Topics initially proposed to be in scope 6. Provide for ability to charge customer for costs to process a material modification request (all projects) 7. COD modification provision for small generator projects (all small generator projects that have not executed agreements) 8. Length of time in queue provision for small generator projects (all small generator projects) 9. Clarify that PTO and not ISO tenders GIA (all projects not tendered an agreement; potentially GIP and GIDAP) 10. Timeline for tendering draft interconnection agreements (potentially GIP and GIDAP) 11. LGIA negotiations timeline (potentially GIP and GIDAP) 12.
