  2. Overview • Time frame : Jan 2013 – October 2016 • Funds: 5 Mio. Euro • Funding : German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) under the International Climate Initiative (ICI) • Implementing agencies: GIZ and the United Nations Development Programme (UNDP) • Partner: The Grenadian Ministry of Agriculture, Forestry, Fisheries and Environment 12/12/13 Dieter Rothenberger Seite 2

  3. ICCAS Background - Challenges for Grenada 1 0 Effects of Climate Change • Precipitation/dry periods (timing, duration, intensity) • Sea Surface Temperature increase • Sea level rise • Storm surge incidence • Storm intensity, numbers and duration • Wind speed 2 0 Effects of Climate Change : vulnerabilities exacerbated by CC • Economic trade vulnerability (due to our heavy dependence on imports). • Financial shocks vulnerability (due to our open economies). • Natural disaster vulnerability (due to the fragile state of our infrastructure including buildings, roads, bridges, land use patterns etc.). 6. ICCAS Background - Challenges for Grenada à à Summary • Grenada is particularly vulnerable to the adverse effects of climate changes. • Policies and strategies relating to climate change adaptation exist, however a strategic and comprehensive approach to adaptation, including coordination across sectors and the implementation of concrete measures is needed . Seite 6

  7. Strategy The programme follows an integrated approach to climate change adaptation rather than fragmented measures . This means: • Multi-level-Approach (from the national to the local level) • Multi-sectoral approach • Working with a multitude of different actors (relevant ministries/ authorities, and communities, the private sector and academia) • Implementing and testing concrete measures • Cooperation with other regional initiatives, stakeholders and projects • International outreach: Make results of the project accessible and applicable to other countries in the region 12/12/13 Seite 7

  8. Outputs (Project Goals) Intervention Area 1: Strengthened capacity of the Government of Grenada to mainstream adaptation considerations Intervention Area 4: Overarching Goal: Enable access to public Intervention Area 2: Increase resilience and private funding for Improved planning, to climate change climate change management and measures and risks through efficient use of the strengthened water and coastal zone Integrated Adapation understanding and resources Strategies awareness of climate change risks Intervention Area 3: Increase adaptive capacity of communities 12/12/13 Seite 8

  10. implemented by Output 1 § Strengthened capacity of the Government of Grenada to mainstream adaptation considerations and to improve coordination • Strengthen the National Climate Change Committee to facilitate inter-sectoral coordination of climate change adaptation measures • Support inter-sectoral mechanisms for climate change adaptation, including the private sector and the civil society • Integrate climate risk analysis into national, sectoral and community planning and decision-making, through capacity development and support for policy implementation. 12/12/13 Seite 10

  11. implemented by Output 2 • Providing concrete adaptation support for the water and coastal zone sector • Support the development of a coastal zone policy and management plan • Capacity development for personnel and organisations in water and coastal resource management. • Showcase adaptation measures in the water and coastal zone sector 12/12/13 Seite 11

  12. implemented by Output 3 • Implementing concrete adaptation measures at the local level • Operationalize a ‘Community Climate Change Adaptation Fund’ that responds to the needs of vulnerable communities • Develop capacity and awareness campaigns at community level. • Create incentives for climate resilient management practices for private landowners. • Reduce invasive species that threaten to undermine the climate resilience of Grenada’s forest and agricultural ecosystems and replacement of these species with climate resilient productive species. 12/12/13 Seite 12

  13. implemented by Output 4.1 • Capacity to access climate finance • Establish and operationalize institutional capacity and functioning mechanisms within government to access different sources of bilateral and/or multilateral climate finance • Capacity development in climate finance, incl. cross-ministerial team to be created, potentially building on regional experiences. • Develop and implement capacity development programmes 12/12/13 Seite 13

  14. implemented by: Output 4.2 • Knowledge management strategy for the overall programme • Develop capacity and awareness campaigns at community level and a multi-stakeholder platform to support open and structured discussions • Strengthen understanding and awareness of climate change risks and adaptation measures • Disseminate lessons learned and best practices at the local, national, regional and international levels. • Establish agreements with OECS Secretariat and CARICOM Secretariat for dissemination of knowledge products 12/12/13 Seite 14
