School Level Needs Assessment

  • A need is a gap between the present state and

a desired state.

  • A needs assessment is a set of procedures that

are used to determine needs, examine their nature and causes, and set priorities for future action.

  • There are never enough resources to address

all needs. The needs assessment is conducted to identify the right work before doing the work right.

Legislation and History of IBAM Committee

  • Public Act 009-0193 included the creation of a

committee to consult with ISBE

  • 2015-2016 ISBE and Balanced Accountability

Measure Committee met to create the standards, indicators and rubric

  • 2015 reauthorization of ESSA
  • Draft self-administered needs assessment was

finalized summer of 2016

IL Quality Framework and Supporting Rubric

  • Seven standards, indicators, and guiding

questions compose the quality framework which was revised during the summer of 2018 for the purpose of including equity as required by ESSA

  • The supporting rubric consists of performance

descriptors

  • Schools identify their level of performance for

each indicator under the standard and provide the data sources used for the determination

  • Electronic format using the IWAS system will

allow schools access to historical data for formative purposes
