This request was formalized in a Memorandum of Understanding signed between MoT and Shift 360 in March

ADDITIONAL ARRANGEMENTS
To support implementation of the project and ensure success of ACAC, Shift 360 has put in place three additional arrangements:
- Identification of a Chief Technical Partner to ensure
technical oversight and quality assurance of ACAC
- A partnership with the National Employment Agency to
attract and recruit high-school graduates into ACAC two-year certificate program
- A partnership with Friends, a Cambodia-based NGO to
prepare a selected group of disadvantaged youth to enter the two-year program.

TFM Recommendations # 3 The following conditions should be met by Shift 360nso that the MOU between UNOPS and Shift 360 could be signed following which the RACA/ACAC Component could become effective and the first installment of EIF funds could be released. a. The Sub-decree on the creation of RACA/ACAC should be approved by the Prime Minister’s office and submitted to the TFM and ES. b. The agreements of Shift 360 with SIDA and SDC should be finalized and shared with TFM and ES before signature. In this context, if the proposal of the component is changed, the revised proposal complete with the budget and
- ther details, should be submitted to TFM and ES for a fresh appraisal and re-
consideration for funding. c. Implementation of the RACA/ACAC component should be based on a consolidated work plan and budget for the RACA/ACAC, as already presented in the proposal. Total funding required will be equally divided into three parts among SIDA, SDC and EIF, and funding agreements should be clearly reflected in Shift 360 agreements with SIDA and SDC. d. The MOT and MOC should be witnesses to the UNOPS-Shift 360 agreement. e. Shift 360 should finalize the agreements to secure premises and a building for RACA/ACAC, and present the related documents to TFM and ES. f. A clear TOR and shared work plan between core team members and MIEs should be agreed upon.
