Current situation: different types of information are requested

Information needed to understand commitment, target, pledge Information needed to track progress Other information Information needed to give confidence in data reported

Current gaps: Annex I BRs

 Completeness,

transparency

  • f reporting

varies

 Reporting

better for information that has been reported for longer

Source: UNFCCC technical reviews of 41 BRs

Current gaps/ inconsistencies: Non- Annex I emissions

 Only 14 BURs

submitted

 Reporting guidelines

request BURs to include NIR (not requested in NC)

 Information

  • ld/incomplete … so

cannot be used to assess collective emissions levels/ trends Year of latest GHG data (NC or BUR)

Data represents approx 11% of NAI CO2 emissions

Potential future gaps: what info is needed to track progress post-2020?

Conclusions

 Number, form, coverage of country contributions different

now to when reporting framework originally established

 Quality of reporting on emissions, mitigation has improved –

but no recent data from most developing countries

 “In theory, there is no difference between theory and

  • practice. In practice, there is.” (Yogi Berra)

 Not all aims of B(U)Rs are being met  Reporting of information needed to understand and track

progress towards individual mitigation targets pre-2020 not always mandatory … which also prevents tracking progress to collective mitigation goals

 Frequency and content of reporting will need to change to

adequately track some post-2020 contributions

Discussion questions

 What is the aim of reporting under the UNFCCC, is

country reporting meeting those aims, and if not, what should be changed?

 Would current reporting under the UNFCCC need to

change post-2020 to track progress to the mitigation components of NDCs, and if so, how?
