Responsible for scrutiny and challenge of multi-agency child protection arrangements including early help Created by : Children Act 2004 Aim: To improve how local organisations work together to A statutory Board ensure children stay safe Members: LA, Social Care, Health, Education, Police, Includes : Lay members and Probation, YOT, District community representation Councils, Diocese, Fire Service.

Priority 1 - NEGLECT - Reduction in Number of Child Protection Plans (CPP) for Neglect (1,263 in 16/17 vs 1,441 in 15/16) but - The % of cases on a CPP for Neglect has increased (65.6% 16/17 vs 63.6% in 15/16). This could be attributable to increased awareness from: - HSCB / IOWSCB Neglect Strategy - Joint Neglect Thresholds Chart and Key Indicators Chart for 4 types of Neglect - HCC online Interactive Thresholds Chart.

  5. Priority 2 – Trigger Trio - HCC Family Intervention Teams (FIT) - Joint Targeted Area Inspection (JTAI) on Domestic Abuse ‘The HSCB is dynamic and forward thinking. During inspection, it was evident that individual leaders take responsibility for their organisation’s role within the board and that this has led to tangible improvements in multi-agency arrangements’. - Continued development through JTAI Implementation Group.

  6. Priority 3 – Key Safeguarding Issues - Missing Exploited and Trafficked Children - CSE Risk Questionnaire for Acute Health Settings - The Willow Team - Female Genital Mutilation Strategy and Pathway - Suicide and Self Harm - Self Harm Pathway - New Psychoactive Substances Guidance

  7. Priority 4 – Quality Assurance - Multi-Agency Data Set - 10 Learning Lessons Events plus Independent Schools - MASH Audits - MET Local Effectiveness Assessment - Section 11 plus GPs - Safeguarding in Education Audit

Priority 5 – Stakeholder Engagement - Re-launch of HSCB Website informed by Parent / Carer and Children’s feedback - Winchester Diocese Board Member - Adolescents at Risk Conference – Young People involved - New quarterly Newsletters - 47 Learning Events - Launch of the Virtual College e-learning suite
