  1. Functional Design Presentation At-Grade Section: Don Mills to Ionview Please review the presentation and complete the survey. February 26, 2013 to March 14, 2013 1

  2. Online Consultation Overview Online Consultation – February 26 th 2013  Provide a brief Crosstown update  Update on the AFP Process  Present The Crosstown station and stop design philosophy  Provide latest details on locations of stations and stops 2

  3. Crosstown Map 3

  4. Overview What is The Crosstown?  Project $4.9B (2010$) funded by the Province of Ontario  19 kilometres east-west Light Rail Transit (LRT) from Kennedy to Mt. Dennis including a tunnelled central section  New transit connections to Yonge, University-Spadina Subway, Scarborough RT and GO Stouffville line and future connection to GO Kitchener line  Up to 26 stations 4

  5. Overview Where we are in the process  Tunnel Boring Machine (TBM) launch shaft approaching completion  Soil testing is currently underway from Don Mills Road to Weston Road  West tunnel contract awarded summer 2012  Conceptual design and requirements identification What’s next  Utility relocation at station locations beginning with Keele Street in winter 2013  Construction of Tunnel Boring Machine (TBM) launch and extraction shafts at Eglinton West station  TBMs arriving on site in spring 2013  Tendering of project 5

  6. New Approach: Alternative Financing and Procurement (AFP) Public Private Partnership models have been underway in Canada for 20 years  165 projects  21 transportation projects  $51 billion total project value Canada-wide examples  Canada Line rapid transit project (Vancouver)  Autoroute 25 (Montréal)  Trans-Canada Highway (Atlantic Canada) Ontario examples  Pan Am games athletes village  Ottawa Light Rail Transit  Highway 407 East Phase 1  The Rt. Hon. Herb Gray Parkway (Formerly the Windsor Essex Parkway) 6

  7. Owner’s Role Changes with AFP 7

  8. New Approach: Advantages of (AFP)  Increased capacity to bring projects to market  Transfer of risk • Appropriate risks transferred to private sector to ensure “on time, on budget” delivery and offer value for money • Design, construction, cost escalation, schedule delays, operations, maintenance, life cycle and financial risk  Cost certainty • Optimal cost combination: combines capital, maintenance and life cycle costs • Integration of design and construction 8

  9. New Approach: Roles and Responsibilities in the Design Build Finance Maintain model  Finance Metrolinx Role • Project Budget  Design • With Infrastructure Ontario, run a • Overall scope (inclusion of competitive procurement maintenance, operations, process; select the winning etc.) contractor • Project-Specific Output  Maintain Specifications (with • Testing & Commissioning (with Consultant team) Toronto Transit Commission) • Real Estate Acquisition (with • Safety Certification and Project City of Toronto) Acceptance  Build  TTC to operate • Oversee Construction Phase • Integrated with existing TTC • Quality Assurance system 9

  10. Approach to new transit: Light Rail Transit 10

  11. Surface Light Rail Transit 11

  12. Metrolinx LRV  4 doors per car (2 single, 2 double)  Up to 3 cars per consist 12

  13. Light Rail Vehicles (LRVs)  New LRVs will feature:  100% low floors, with level boarding at stops  Multiple-entries & Proof of Payment Fares for fast boarding  Air conditioning  Audio and visual passenger information  Manufactured in Thunder Bay, Ontario  High Passenger Capacity, 1LRV =2.5 Buses 13

  14. LRT Operations  Wider stop spacing for  Dedicated transit line for fast service reliable service  Automated Fare  Predictable travel times Vending Machines  Traffic Signal Coordination  Next Vehicle Arrival  Smooth & Comfortable Screens 14

  15. Multiple Door Entry 15

  16. Accessible Rail 16

  17. Don Mills to Ionview  9 stops  5.2 km surface section  3 Traction Power Sub Stations 17

  47. Traction Power Substation  Traction power substations (TPSS) provide system power to light rail vehicles  They are planned with an average spacing of 1.5 km along surface sections  Integrated with adjacent landscape  Final locations still to be determined for: • Wynford • Jonesville/Victoria Park • Warden 47

  48. Traffic Analysis  Detailed traffic analysis in progress  Locations where alternate traffic configurations are recommended: • Swift/Credit Union • Victoria Park • Pharmacy  Proposed solution in EA: Mid-block u-turn (Michigan left)  Final decision upon completion of traffic analysis 48

  49. Surface Stop Design Elements Design elements will:  Help riders recognize what stop they are at while visually distinguishing that they are riding the Crosstown line  Complement the common elements and strategies of the underground station section of the line 49

  50. Pylon Signs Pylon Signs will:  Provide immediate recognition of the Crosstown and create a lasting impression of stop locations  Lighting should be used to increase their presence at night 50

  51. Patterned Platforms  The platform provides an opportunity to incorporate a distinctive pattern treatment  Slight variation from stop to stop will be considered  Extension of the pattern into the paving may also be included 51

  52. Integrated Design Design elements may be integrated into the stops through treatments such as:  Metalwork at guardrails and leaning rails  Design treatments on shelter glass 52

  53. Lighting Consistent and high quality lighting can enhance stop design. Accenting the platform at night can enhance a feeling of safety and comfort. 53
