WELCOME The Aviation Department is committed to supporting the objectives of the City of Phoenix and the department’s “good neighbor” commitments to increase participation and capacity of the local business community through contract opportunities, education programs, prime engagement, business outreach and workforce development. Free informational meetings are presented to address the needs and questions of the business community. Business informational meetings are open to any firm interested in pursuing custodial services opportunities In the Aviation Department’s Custodial Services Program .

CUSTODIAL SERVICES OPPORTUNITY RFP issue date: on or about December 14, 2017 - One (1) Large Custodial Services Provider - One (1) Small Custodial Services Provider* Contract Term: 7 years (5+1+1) Contract will commence on or about July 1, 2018 *Small Business Verification Required INFORMATION SUBJECT TO CHANGE

  6. SMALL CUSTODIAL SERVICES PROVIDER Reserved for small businesses with gross receipts less than $20.5 million over the past three (3) years.

  7. Small Custodial Services Provider Offeror/Company must have:  A minimum of three (3) continuous years of custodial services experience within the last five (5) years.  Been in operation a minimum of five (5) years preceding release of this RFP.  Experience providing custodial services in a corporate office facility (or equivalent) .  Delivered services 7 days per week and/or with specific time limits and timelines for accomplishing cleaning services.  Its principal business activity consisting of services equal to or similar to the requirements identified in this RFP. Small Custodial Services Provider Offeror’s Manager must have:  A minimum of three (3) continuous years in providing custodial management services  Experience managing custodial services in a corporate office facility (or equivalent) .  A minimum of five (5) years of experience leading a workgroup of at least eight (8) employees in a 7 days per week environment.  Experience managing custodial contracts requiring 7 days per week custodial service and/or with specific time limits and timelines for accomplishing custodial services. Small Custodial Services Provider Service Locations:  PHX Police Bureau  South Cargo Customs Office  Fire Station 19 (unsworn side)  Design and Construction Services (DCS) - 500 S. 24th Street  Corporate Office Building (COB) – 2485 E. Buckeye Road  Facilities & Services Complex  Bus Maintenance Facility INFORMATION SUBJECT TO CHANGE

  10. This opportunity is reserved for small businesses with gross receipts less than $20.5 million* over the past three (3) years. *$20.5 million is an average over the past three (3) years. INFORMATION SUBJECT TO CHANGE

Small Business Verification The Offeror must provide at the time of submittal , federal tax returns (or personal tax returns if filing a Schedule C for a sole proprietorship) for the most recent three (3) years in a separate sealed envelope as proof to satisfy this requirement. Verification of small business status will be performed by the City of Phoenix Equal Opportunity Department . NOTE: You do not have to be a certified as a small business to be verified as a small business. INFORMATION SUBJECT TO CHANGE

  12. LARGE CUSTODIAL SERVICES PROVIDER

Large Custodial Services Provider Offeror/Company must have:  A minimum of five (5) continuous years of custodial services experience within the last ten (10) years.  Been in operation a minimum of ten (10) years preceding release of this RFP.  Experience providing custodial services in at least one (1) North American large hub* airport.  Delivered services in a 365 days per year/7days per week/ 24 hours per day (365/24/7) environment.  Its principal business activity consisting of services equal to or similar to the requirements identified in this RFP. *As defined by the Federal Aviation Administration (FAA) at www.faa.gov. Large Custodial Services Provider Offeror’s Manager must have:  A minimum of five (5) continuous years in providing custodial management services  Experience managing custodial services in at least one (1) North American large hub* airport.  A minimum of five (5) years of experience leading a workgroup of at least one- hundred fifty (150) employees in a 24 hours a day/7 days per week (24/7) environment.  Experience managing custodial contracts requiring 24/7 custodial services. *As defined by the Federal Aviation Administration (FAA) at www.faa.gov. Large Custodial Services Provider Service Locations:  All 3 airports – Sky Harbor, Deer Valley and Goodyear (PHX, DVT, and GYR)  44 th Street Sky Train Station  East Economy Lot (EEL) Street Sky Train Station  Rental Car Center (RCC) and Small Operator Parcel (SOP) areas  PHX Command Center (est. opening February 2018)  PHX Operations Center INFORMATION SUBJECT TO CHANGE

Request for Proposal A RFP provides essential information that you will need for your proposal response including: • Who can provide custodial services? - Qualified Offerors with required experience • What is the City asking for? - Descriptions of requested services, insurance & indemnification, custodial requirements • When are services going to be needed? - Start of contract, term of the contract, company size • Where are services to be provided? - Locations of where custodial services will be provided • How are services to be provided? - Qualified managers and supervisors, etc. • How many business days and hours of operation are services to be provided?

  17. RFP Process Document Generation to Award 1. RECEIVE APPROVAL TO ISSUE RFP 2. ISSUE RFP 3. CONDUCT PRE-PROPOSAL MEETING 4. SUBMIT PROPOSAL RESPONSE 5. EVALUATE PROPOSAL RESPONSE(S) 6. SELECT PROPOSAL RESPONSE(S) FOR AWARD CONSIDERATION 7. PRESENT AWARD RECOMMENDATION(S) FOR APPROVAL to Subcommittee and City Council 8. EXECUTE CONTRACT STEPS 1-3 and 5-8 are the responsibility of the City of Phoenix. STEP 4 is YOUR RESPONSIBILITY !

  20. Response Evaluation and Selection 1. Proposals are reviewed for Minimum Qualifications Minimum Qualifications Not Met/Met 2. Evaluation Panel (selected by AVN Director) evaluates proposals that meet Minimum Qualifications 3. Offerors may be asked to interview 4. Evaluation Panel members reach a consensus and select the Offeror(s) for award recommendation(s)

  21. Award Recommendation/Execute Contract Award recommendation may be presented by the Aviation Department to the Phoenix Aviation Advisory Board (PAAB) and various City Council subcommittees prior to being submitted for City Council approval. If City Council approves the recommendation, the contract is prepared and then executed by all parties .
