Street and Utilities Originally Constructed in 1974 80th Street and Jamaica Avenue Interchanges constructed in

Minor alignment changes due to interchange work

Existing Pavement Assessment & Testing
Methods used to test and assess the existing pavement condition:
Pavement Condition Index (PCI) Rating Test Pits Falling Weight Deflectometer (FWD) and Ground Penetrating
Radar (GPR)

Pavement is in very poor condition, with a PCI of 20 or less
Test Pits
18 test pits were dug to determine the existing pavement and
gravel base thicknesses, as well as evaluate the subgrade soils
Utility Inspections
The following inspections are completed to determine what utility repairs will be required
Visual inspection of all storm/sanitary sewer structures Televising of all storm/sanitary sewer pipe Spot excavation of water main valve boxes to inspect the
condition of valve bolts (will occur prior to street work)

Assessment Terms
- May be paid within 30 days of adoption to avoid any interest charges.
- Assessment payable over 15 years.
- Interest Rate is 1.5% above the bond rate.
- Partial payment is allowed (minimum $500).
- Pending assessment is listed for the property once the project is

- Deferral is available (disability, military, 65 years of age or older) -
Proof is needed for deferrals. Interest still accrues during deferral period.
