  1. Update on 2020 Sulphur Limit Activity Dragos Rauta INTERTANKO INTERTANKO European Panel 17 September 2019 Rome Leading the way; Making a difference

  2. 2020 Sulphur Cap Compliance date – 1 January 2020 Amendments to reg. 14 of MARPOL Annex VI • Sulphur limits 0.50% & 0.10% only (no Sulphur limit on HSFO!!!) • prohibit carriage of fuels with Sulphur content > 0.50% on board ships which do not have a scrubber (1 March 2020) Mandatory designation of sampling points for “In Use Fuel”  sampling point(s) fitted & designated for taking representative samples of the fuel oil “being used” on board the ship  number & location of designated fuel oil sampling points should be confirmed by the Administration (Guidelines) NEW! Mandatory designation of sampling points for “On Board Fuel”  IMO Guidelines for safe and representative sampling yet to be developed in 2019 Leading the way; making a difference

  6. IMO GUIDELINES Ship Implementation Plan Guidelines for consistent implementation of 0.50% sulphur limit • FONAR • Sulphur content verification procedures • Control on fuel suppliers • Best Practices for: (a) Ships, (b) Parties/States, (c) Suppliers Impact of new fuels on machinery systems Revisit of IMO Guidelines for PSC for MARPOL Annex VI which include: • Use of non-compliant fuel due to unavailability • Breakdown of scrubbers Leading the way; making a difference

  7. INTERTANKO contributions Leading the way; making a difference

  8. INTERTANKO Main Contributions Sulphur content verification procedure Leading the way; making a difference

  9. Sulphur content verification procedure • 95% Compliance Interval (CI). • Refiners & suppliers have the means to control the sulphur content • The ships do not Supplier: MARPOL sample 0.48 0.49 0.44 0.45 0.47 0.50 0.46 Lower Limit Upper Limit ISO Sulphur New ISO ISO Content App.6 8754 4259 8217 (Reg.2) Leading the way; Making a difference

  10. Disposal of remaining HSFOs onboard  Post-FONAR HSFO left-overs Leading the way; making a difference

  11. Disposal of remaining HSFOs onboard  Post-FONAR HSFO left-overs Leading the way; making a difference

  12. How to deal with exceedance cases?  BDN indicates compliance, ship leaves, ship’s own test result indicates potential non-compliance  2019 PSC Guidelines under MARPOL Annex VI Leading the way; making a difference

  13. Reporting in 2020 Leading the way; making a difference

  14. MAPPING INDUSTRY GUIDANCE Leading the way; Making a difference

  15. INTERTANKO 2020 Practical Guide Provide guidance to INTERTANKO Members on specific regulatory, operational, technical and safety elements to be considered in preparation for compliance with 2020 MARPOL Annex VI regulations . Provides clarifications and guides the reader through a significant number of guidelines issued by IMO and by other stakeholders. Guidance is mainly on compliant fuels but it also addresses the IMO’s contingency measures for scrubber malfunctioning. Q&A sections are included. The guidance is a dynamic document, i.e. open to continuous improvements as new experiences and solutions to address challenges and unexpected situations are developed. The guidance also provides information on local and regional requirements which may be different from the relevant requirements of MARPOL Annex VI. Leading the way; making a difference

  16. JOINT INDUSTRY GUIDANCE Guidance on fuel characteristics and properties Guidance on the supply of existing and new max. 0.50%-sulphur fuels Guidance on the storage, handling and safe use of existing and new max. 0.50%-sulphur fuels Responsibilities of fuel suppliers • Quality control during production of bunkers • Transport, storage and transfer • Delivery • Sampling • Sampling in the supply chain Responsibilities of fuel users ISO [8217] PAS (Publicly Available Specification) 23623 Leading the way; making a difference

  17. COMPATIBILITY STRATEGY JIP & ISO  Compatibility strategy – JIG and ISO Leading the way; making a difference
