  4. PURPOSE OF THE DBE ROUNDTABLES o Held in each ODOT District between March and May 2017 o Forum for open discussion o Opportunity to connect o Opportunity for ODOT to improve 4 | DBE Updates Meeting

  5. DBE ROUNDTABLE TOP FIVE THEMES o Prompt Payment/Return of Retainage o Education/Outreach o Unbundling/Smaller Contracts o Unions o Networking with Primes 5 | DBE Updates Meeting

THEME 1: PROMPT PAYMENT/RETURN OF RETAINAGE o Issue Presented: DBE’s not being paid timely and that retainage is held until o the end of the project even though work has been performed. o Proposed Solution: Monitoring: Payment affirmation in CRL and Red Flag o report Consistency: Implementation of internal standard o procedure Training: primes and subs re: rights and responsibilities o 6 | DBE Updates Meeting

THEME 2: EDUCATION/OUTREACH o Issue Presented: Little project specific information available, specifically o regarding project scheduling and prevailing wage requirements. o Proposed Solution Invite DBE’s identified on the contract to the o preconstruction meeting; attendance by DBE will be voluntary Preconstruction package will be distributed to all o identified DBE firms 7 | DBE Updates Meeting

  8. THEME 2: EDUCATION/OUTREACH o Issue Presented: DBE’s lacked information of resources available to grow o their business. o Proposed Solution Develop a Trade Organization list o Workshops on How to Prime/How to Sub held at ODOT o Districts Web-Based Training o 8 | DBE Updates Meeting

THEME 3:UNBUNDLING/SMALLER CONTRACT OPPORTUNITIES o Issue Presented: Size of ODOT contracts and available opportunities are too o large for a small business to handle. o Proposed Solution: Create smaller opportunities of a size and scope that a o small business can handle and set-aside as an SBE set-aside contract Create Consultant SBE Set-Aside Contracts o 9 | DBE Updates Meeting

THEME 4:UNIONS o Issue Presented: Not being signatory to the union prevents DBE’s from o obtaining work; DBE firms that also perform private sector work cannot afford to join the union. o Proposed Solution: Provide education to DBE’s on the pros and cons of union o membership and provide them with the contact information and process for requesting a project-specific waiver 10 | DBE Updates Meeting

THEME 5: NETWORKING WITH PRIMES o Issue Presented: DBE’s requested more opportunities to have open o discussions and receive feedback from Prime contractors. o Proposed Solution: Host DBE-Prime Roundtables by District or Regionally o Host annual ODOT partnership matchmaker event focusing o on Consulting/Contracting with ACEC and OCA 11 | DBE Updates Meeting

  12. NEXT STEPS o Finalize Action Plan & Completion Schedule o Establish internal working groups o Implement & Update o Final Report- Out at next year’s roundtables 12 | DBE Updates Meeting
