Outline of proposed GNI Modification A086
- Modification Raised by GNI to address concerns that the aggregate system imbalance intra-day is creating
- perational difficulties.
- At times, there are large deviations between the prevailing exit nominations on the system and the prevailing
entry nominations. GNI wish to introduce an incentive to encourage more alignment of entry and exit
- PROPOSAL: At check points during the gas day (11:00, 17:00, 23:00) a shippers portfolio Nomination Imbalance
position will be recorded.
- A tolerance will be applied at each point
- Worked Example:
A shipper has 24 units of Aggregate Exit Nomination at 11:00. ‒ Deemed flow at Exit = (24 units * 6hrs/24hrs) = 6 units ‒ Total Entry Nomination = 4 units ‒ Apply a [10%] tolerance: Adjusted Nomination Imbalance Position
- Nomination Imbalance Position = (6 * 90 %) – 4 = 1.4 units
‒ The Adjusted Nomination Imbalance Position at the 3 time checks will be added ‒ The total for the day will be multiplied by [SAP] * [x%] ‒ The amounts for each day in a month will be invoiced at month end.

Impact if Code Mod was applied in November 2017 –December 2018
- There was a marked improvement in Shipper Nominations following discussions of the proposed modification at
recent code mod forums
- However, during Mid February to June late day nominations (attributable to 3 Shippers) has resulted in almost
hourly batches late in the gas day, causing operational difficulties once again for both GNI and National Grid
- Since July 2018 there has been continued improvement in intraday behaviour

- Present Position
- Sect.2.9.2 of Part D of Code provides that “ The Transporter shall make available to
Shippers the Final Allocation in respect of a Shipper’s LDM Offtake(s), DM Offtake(s), NDM Supply Point(s), and/or the Sub-Sea Offtake by 16:00 hours on D+5”
- Meter cleansing takes place at the start of a calendar month for a preceding month which is
after D+5
- Transporter cannot correct billing issues uncovered after D+5 other than as a cumulative
month end adjustment which is not date specific and hinders Shippers in detailing their customer invoices

- GNI will be able correct metering issues as they arise, adjust the metered quantity for the
day, reallocate and issue more accurate monthly allocation statements/invoices to Shippers
- Shippers will be able to issue accurate statement/invoices to customers and will not have to

- Trading volumes were on average 220 kTherms per day in December with an average of 3.9 trades each day.
- The maximum volume traded on a day was 605 kTherms on the 18th of December with 7 trades on this day.
- The maximum number of trades on a day was 10 trades on the 17th of December which coincided with an
unplanned reduction in production from the Corrib field.
- The minimum volume traded on a day was zero therms on the 27th of December.
- The average trade size in December was 57 kTherms.
- GNI conducted 5 Balancing Sells (404 kTherm) and 1 Balancing Buy (100kTherms)
- GNI also purchased Stock Gas for the IC2 Cluden to Brighouse Bay pipeline (1024 kTherms)

- The greatest premium of the IBP SAP over the NBP SAP was 6.0 p/therm on the 1st of December.
- The greatest discount of the IBP SAP to the NBP SAP was 2.1 p/therm on the 30th of December.

AOB Item No.4 - Gas Quality – Wobbe Index Increase
- GNI previously provided an update on Gas Quality to
the CMF on the 27th Nov 2017
- Focus then was on IGEM continuing it’s review of
GS(M)R and combustion parameters, in particular increasing the Wobbe Index (WI) upper limit from 51.41 MJ/m³ to 53.25 MJ/m³
- Principle drivers in increasing the WI allows a wider
range of gas supplies to enter the network
- Currently, IGEM review is still in progress
- GNI has carried out an impact assessment of potential
changes in the UK natural gas interchangeability requirements on the Republic of Ireland

Impact assessment conclusions / recommendations
Conclusions
- In principle, the ROI gas industry is relatively modern, and the domestic appliance population is estimated to be
newer and more tolerant of a wider Wobbe range
- Further information on domestic, commercial and industrial appliances would benefit a more thorough
assessment of impacts on gas consumers Recommendations
- It is likely that the studies currently being carried out for the IGEM GQWG, in conjunction with ROI appliance
population data, ought to allow an assessment to be made for the ROI This topic should be an Industry concern (shippers) and not merely one for the transporter
- Information on commercial and industrial appliances in use in ROI is not available and further assessment of
these sectors is recommended
- Similar customer surveys completed in UK should be completed in ROI
