Clean Energy Ministerial (CEM) launched the Clean Energy Solutions Center in April 2011

  • Multilateral initiative has been co-led by U.S.

Department of Energy and the Australian Department of the Environment and Energy. Additional support from Sweden’s Ministry of the Environment and Energy, Power Africa and in-kind support from Chile’s Ministry of Energy.

for adapting minimum energy performance standards (MEPS) for lighting, refrigeration, HV/AC and motor engines;

  • 2. Development of a model of Integrated Services Companies (IUC) and a

certification system for energy service providers;

  • 4. Workshop of interested parties and end users on the proposed certification

system and MEPS. IMPACT: During the Special Meeting of the Council for Trade and Economic Development (COTED) in 2016 in Guyana, the work carried out in Belize gained regional recognition as an integral part of the CARICOM regional strategy for energy efficiency. The Clean Energy Solutions Center together with the OAS has supported Belize in intensifying energy efficiency efforts in government, businesses and households

  • 1. Implementation of Sustainable Island Resource Framework (SIRF) Fund

To mobilize clean energy investment, Antigua & Barbuda legislated a fund for energy and climate investments, but the government asked for help in how to structure it. Clean Energy Solutions Center experts teamed with the Organization of American States to analyze business models for various international funds, assess requirements and accreditation, and prepare a SIRF fund concept note. IMPACT: The concept note helped the government prepare a full business plan to

  • perationalize the SIRF and improve local capacity to manage the fund. The SIRF

Fund is positioned to serve as the national implementing entity for the country’s energy and climate goals by linking domestic and international capital sources to catalyze investments.

The Clean Energy Solutions Center has supported Antigua & Barbuda with multiple related requests to foster their development of financial mechanisms, clean energy actions, and initial project investments.

  • 2. Emissions Model of Potential Energy and Climate Mitigation Actions

As Antigua & Barbuda developed proposed national actions ahead of COP21 and the Paris Agreement, the Clean Energy Solutions Center engaged the U.S. State Department in a partnership to conduct LEAP modelling of various energy sectors and potential programs to assess the emissions impacts of each proposal. IMPACT: The analysis provided policymakers with a deeper understanding of their baseline energy usage and distinct feedback on the impacts of various national proposals. Antigua & Barbuda used the results to prioritize their pending commitments and identify upcoming investment opportunities.

  • 3. Development of an RFP for SIRF Fund Renewable Energy Projects

Worked with Antigua & Barbuda officials and the Caribbean Development Bank to develop a customized RFP for a large set of solar electric projects. Challenge to meet funds’ requirements while prioritizing high-quality equipment and local job creation. IMPACT: As part of reaching national goals, Antigua & Barbuda released RFP for 15 photovoltaic projects on schools and community centers across the islands. Upfront RFP work will improve potential for quality projects while expanding local installer capacity.

Organisation of Eastern Caribbean States (OECS) Supporting the development of an energy storage regime for OECS territories. Expected Results:

  • Improve the knowledge (costs, benefits and possible risks) of

Provide support to the Caribbean Sustainable Energy Roadmap and Strategy (C-SERMS) Assist the CARICOM Secretariat in the interface with policy- and decision-makers to understand their priorities and gaps on use, availability and access to energy information. The CESC teamed with the OAS, WB and REEEP to conduct interviews among decision-makers, development agencies, donor community and NGOs in the Caribbean nations. Expected Results:

  • Ensuring the CARICOM energy knowledge management strategy meets user needs.
  • Enabling access to relevant high-quality information to support data-driven decision

making among policy/decision makers.

  • Embracing collaboration and shared decision-making in the design and implementation of

initiatives and helping drive stakeholder engagement efforts. Duration: 2 months.
