Q Why do we need a new City Plan for Bradford?

  • Everyone wants Bradford to be much more successful
  • The new City Plan will set out the strategic and
  • perational direction of the City of Bradford over the

next ten years - so that we all have a City that we can be proud of and a City that can drive the district

Q Why now?

  • We are post the GFC (Global Financial Crisis) & the following

double dip economic recession, national economic recovery is weak however global crisis has arrested

  • National Govt Policy has shifted e.g. Planning, Business Rate

Retention

  • The City Centre has been identified as the Council’s Priority
  • Westfield have committed to being on site in 2013
  • The 2011 Census has been completed

Q Why now? contd

  • Major projects, in some of the most difficult economic

times, have been delivered since 2008 - post the foundation planning of the BCR alsop master-plan, e.g.

City Deal Leeds City Region City Events Programme Growth Zone Get Bradford Working Programme Super connected Cities Ultrafast Broadband Programme Relocation of 1500 Council Staff to the City Centre City Park Provident Financial Unesco City of Film Culture Fusion New University & College Estates 3 New Hotels New Housing Developments

Hasn't the Council got lots of Plans?

  • Yes, and we will build upon all of the past plans e.g.

alsop plan, neighbourhood plans etc

  • However it's over ten years since we looked holistically

at the City and the past plans are now becoming less relevant

  • No, it is the City's Plan
  • However the Council is responsible for setting the

strategic and operational direction of the city with the citizens and businesses of the city

  • The Council wants to work with as many partners &

stakeholders as possible to build the plan

  • The overarching purpose of the plan is to make

"Bradford a City that we can all be proud of"

  • The plan will be made up of 4 plans
  • People, Prosperity, Place and Property
  • The plan will identify issues and interventions
  • The plan will create projects and programmes to enable and

manage delivery

  • The objective of a proud city is widely understood
  • Producer City, create/make/trade, is economically very

powerful/relevant/unique and attainable, widely understood and being applied in stakeholders activity

  • The People and Prosperity Plans are Drivers
  • The Place and Property Plans are Enablers

  • Bradford is very like every where else, sharing many problems

but also very different to other places - this is the 50/50 issue

  • Normalisation e.g. a better retail offer and Distinctiveness e.g.

city of film are key themes

  • Good Value and Equity are key themes
  • The need for a Decade of Delivery is understood
