  • The Lima Declaration supports the CIP Secretariat efforts, work and HR to facilitate

the CIP modernization, commits to seek financing and requests the OAS General Assembly to maintain the same level of financing to the CIP from OAS regular funds.

  • The CIP Secretariat thanks member states for their support in the Lima Declaration

and reinforcing letters from Peru, Panama and Paraguay

  • The CIP Secretariat moved to the Executive Secretary of Integral Development in

SEDI by OAS General Secretariat Executive Order No. 08-01 Rev. 5 dated April 20,2012

  • As considered in the Declaration, the OAS Secretary General Strategic Vision

proposes the evaluation of CIP self-financing

  • We were informed that for 2012 regular funds are not available for the CIP and

thus, to cover the Secretary position

  • For 2013, the decision will depend on member states, that will discuss in the CAP

(Administrative Budget Committee) and approved budget during the extraordinary General Assembly in October 2012

  • The OAS General Secretariat HR policy [AG/RES. 2755 (XLII-O/12)] adopted in

Bolivia (June) indicates that all positions except those of trust, shall be filled by competition under Article 44 of the OAS General Assembly General Standards and are subject to the availability of financial resources
