Takeaways from the American Public Health Association APHA has endorsed the CSTE-HIMSS Data: Elemental to Health aimed at securing $1 billion over 10 years – $100 • million in Federal Fiscal Year 2020 – in a new appropriation for the Centers for Disease Control and Prevention (CDC) for an innovative initiative that will transform the public health surveillance enterprise. APHA has established the Health Informatics & Information Technology (HIIT) Section. The section runs a HIIT • Disparities Wearathon - This is the third year the section has successfully implemented the APHA HIIT Wearathon focused on solving community driven issues relating to vulnerable populations such as the African American aging community. The APHA HIIT Section collaborated on a series of activities and discussions related to social determinants of • health including one led by Karen Desalvo and Nadine Gracia, MD, MSCE, the executive vice president at Trust for America’s Health among many esteemed others emphasized that health informatics and the work of data strategists as paramount to transforming public health practice, and addressing population health, SDOH and health policy at all levels.   19. New FDA Draft CDS Guidance The Cures Act excludes certain CDS software functions from device definition if all • four of these Criteria are met: 1. NOT intended to acquire, process, or analyze a medical image or a signal from an in vitro diagnostic device or a pattern or signal from a signal acquisition system 2. Intended for the purpose of displaying, analyzing, or printing medical information about a patient or other medical information (such as peer-reviewed clinical studies and clinical practice guidelines) 3. Intended for the purpose of supporting or providing recommendations to a health care professional about prevention, diagnosis, or treatment of a disease or condition; and 4. Intended for the purpose of enabling a health care professional to independently review the basis for such recommendations that such software presents so that it is not the intent that such health care professional rely primarily on any of such recommendations to make a clinical diagnosis or treatment decision regarding an individual patient 19

Ideas for HIMSS-PCHAlliance Comment Letter • Is using the International Medical Device Regulators Forum (IMDRF) Framework directionally-appropriate? • Is IMDRF intended to be “adopted”? • Does the guidance provide the clarity that the community needs? • The concept of “independently evaluate” still seems quite subjective • The emphasis is on CDS not intended to be relied upon, while in others (examples especially) the HCP does not rely upon • “Not intended” is controlled by the manufacturer; “Does not” is controlled by the HCP 21

Overview of MIPS Value Pathways CMS is committed to the transformation of the Merit-based Incentive Payment • System (MIPS) through the MIPS Value Pathways (MVPs) beginning in the 2021 performance year This new framework will: • • Remove barriers to Alternative Payment Model (APM) participation • Move away from siloed activities and towards an aligned set of measure options more relevant to a clinician’s scope of practice that is meaningful to patient care • Promote value by focusing on Quality and Cost measures and Improvement Activities built on a foundation of population health measures calculated from administrative claims-based quality measures and Promoting Interoperability concepts CMS is finalizing a modified proposal to define MVPs as a subset of measures and • activities established through rulemaking 22
