244 children were in out-of-home care, 75% of which were a result of substance abuse by caregiver There were 117 removed in 2013 and they are included in the 244 above 104 of the children had been removed previous to 2013 and continue to be in out-of-home care due to the continued substance abuse of caregiver
In 2012 IN Excise Officers conducted 9978 inspections across the State of Indiana and had 504 failures, a 5.204% failure rate Scott County had the highest failure rate at 40% The following businesses failed their SAC Inspections: Bull’s Cork and Bottle, Puerto Vallarta, RCP Marketing LLC, and Roadhouse USA In 2013 there were no “Alcohol Compliance Checks” in Scott Co by Indiana Excise Officers

2 Community Forums a year STOMP Drugs Film Festival and Town Hall Meeting Parents Who Host, Lose the Most: Don’t Be a Party to Underage Drinking Campaign Media: CEASe website, radio station, newspaper, Facebook page, Get Healthy Scott County Coalition, Good News Chronicle, Sawyer Billboard Numerous speaking engagements at all county schools Lifeskills taught in both school districts CTC Implementation and Family Grants to implement Guiding Good Choices and Children in Between Red Ribbon Week In School Youth Resources: Just Say No, Builders’ Club, Key Club, SADD Club, Big Brothers Big Sisters, Club316, WhyTry New Creation Addiction Ministries inmate follow-up program Support Groups: Al-Anon, SANITY, AA, NA, Alateen, Lifespring groups for adults, in-school counseling, jail substance abuse groups SPD special patrols through CEASe Grant and Operation Pull Over Grant Sheriff’s Department special patrols and blitz style operations through CEASe grant, Operation Pull Over Grant, and Rural Development Grant. Marijuana is the most commonly used illicit substance in Indiana and the nation Highest rate of current past month use was among 18 to 25 year olds (16.8%) 20% of Indiana high school students currently use marijuana 7.1% of 8th grade students, 13.7% of 10th grade students, and 17.6% of 12th grade students currently use marijuana

TAP/TEG Program Held a booth at the fair, Back to School Bash, Fire Dept. Trick-or-Treating In School Youth Resources: Just Say No Club, Builders’ Club, Key Club, VOICE
Brothers Big Sisters, Club316, WhyTry Scott Memorial Hospital, Scott County Health Dept. and Connections hosted smoking cessation classes (2013) SPD had plain clothes officers at the fair to cite tobacco infractions Sheriff’s Department had officers stationed at fair to address any tobacco issues The Scott County Prosecutor’s Office will reduce tobacco infraction tickets if the offender completes a tobacco prevention/cessation related class (TAP/TEG) The county schools are to turn over issues with tobacco users to law enforcement for documented violations and further referral to TAP/TEG Scott County Tobacco QUIT NOW Coordinator meeting with schools, providers and employers to encourage their participation as Preferred Organizations, Preferred Providers, and Preferred Employers with with the IN Quit Line. Life Skills are being taught in both districts.

The 3 most commonly abused types of Rx medicine are pain relievers (opioids), central nervous system depressants (sedatives, tranquilizers, hypnotics), and stimulants (used to treat ADD) In 2012 nearly 10.7 million Controlled Substances were dispensed to Indiana residents Young Hoosiers ages 18-25 had the highest rate of past year use (13.5%)

Scott County received Partnerships for Success II Grant targeting Rx drug abuse/misuse prevention, $130,000/year until 9/15. CEASe hosted 3 Community Forums annually instead of 2 CTC Implementation and Family Grants: Guiding Good Choices and Children in Between In School Youth Resources Scott Co. Area Plan Commission Executive Director initiated “Pill Mill” Ordinance in Scottsburg and Scott County Scott Memorial has a well- enforced ER Narcotics Pain Policy Life Skills are being taught in both districts Media: CEASe website, radio station, newspaper, Facebook page, Get Healthy Scott County Coalition, Good News Chronicle, Sawyer Billboard Support Groups: Al-Anon, SANITY, Alateen, NA, Lifespring groups, etc. CEASe hosts booths at the county fair, Healthy Kids Nights, Fire Station Trick or Treating, Back to School Bash Scott County Prosecutor’s Office provides legislative updates to law enforcement agencies Take Back Rx Drug Initiative

Monies collected through the courts are held in a county drug free communities fund by the county auditor The Local Coordinating Council (CEASe) is the administrator of these funds & is responsible for its distribution back into the community according to their approved Comprehensive Community Plan Grants are awarded to agencies & entities based on needs/services identified by the LCC through its comprehensive planning process
