Information Classification: PUBLIC How are we doing? • On average approximately 80% of appeals are dismissed • Low numbers of appeals compared to volume of decisions • 6.9 year supply of housing – local policies remain strong • Demonstrates that the quality of decision-making is good • 91% of major applications determined in time and 83% of minor applications – heavy reliance on extensions of time • Change to the enforcement function is starting to have a positive impact with number of ongoing cases showing a steady reduction • 97% of our applications are delegated decisions; 93% are approved and 92% are in line with our local communities

Information Classification: PUBLIC Climate Change DPD • Scoping stage consultation commences in March 2020 – comments welcomed • Includes policy intent and options for approach to : • Large scale renewables • Energy efficiency standards • Coastal change and flooding areas • Natural Climate Solutions • Agriculture and rural development • Transport • Town centres and density • Plan proposed for submission in February 2021

Information Classification: PUBLIC Long term vision for Cornwall: 50_50 Strategy • Work continues on the Cornwall 50_50 Strategy by way of a number of engagement sessions exploring a longer term vision and Strategy for Cornwall, in the context of carbon neutrality • The 50_50 Strategy was launched in 2019, the aim of the project is to develop a long term strategy for Cornwall that identifies priority issues and potential responses to these. It has been included in the Council’s Climate Change Action Plan and aims to begin the process towards achieving carbon neutrality with a clear and simple spatial narrative. • The initial engagement sessions are identifying key themes such as better public transport, more renewable energy, reduce energy usage, enhance our environment, more opportunity etc. • We aim to produce a draft Strategy in 2020

Information Classification: PUBLIC Biodiversity Guide and Net Gain approach • Requirement for major applications now in force • Local Validation requirement for completion of the Net gain metric by ecologists • Chief Officer Note will be consulted as guidance in March 2020 • Biodiversity guide – a material planning consideration updated to include net gain approach • Climate Change DPD will set further policy for net gain – consultation starts in April 2020 • Environment Bill to mandate Biodiversity Net Gain in England – currently at second reading in Parliament

Information Classification: PUBLIC Coastal Change Chief Officer Planning Advice Note • The document seeks to ensure that development in areas subject to coastal change will be sustainable and safe. • It sets out Cornwall Council’s position regarding development proposals close to the shoreline. • It defines the proximity to the coast where a development needs to take account of potential coastal erosion and coastal change issues. • It provides guidance on ‘Coastal Vulnerability Assessments’ that may be required to accompany planning applications. • Public consultation carried out in June/July last year. • Responses are being considered and the document is being amended before it is published this month. www.cornwall.gov.uk/coastalchange

Information Classification: PUBLIC European Sites Mitigation Supplementary Planning Document (SPD) • European Habitats Regulations require planning authorities to ensure harm from development to European protected wildlife sites is mitigated. • This is set out in the Local Plan: Strategic Policies Policy 22: European Protected Sites - mitigation of recreational impacts from development. • To help developers with this Cornwall Council has worked with Natural England to provide evidence and costed mitigation for the wildlife sites where recreational use is considered to effect sites.

Information Classification: PUBLIC European Sites Mitigation SPD • Mitigation is required for the following European wildlife sites. • Penhale Sands SAC • Fal & Helford Estuary SAC • Plymouth Sound & Tamar Estuaries complex SAC and SPA • Zones of Impact (ZOI) of about 12.5km identified around these sites. • An Appropriate Assessment and mitigation will be required within the ZOIs. • Details of this will be set out in the Supplementary Planning Document. • Consultation later this month (March). • Agreed with Natural England to commence contributions for the mitigation alongside the consultation.

Information Classification: PUBLIC Housing Supplementary Planning Document • Cabinet adopted in February 2020 • Aims to facilitate better quality planning applications for housing development • To speed up the determination of applications and any viability negotiations by providing clear guidance • Information on various affordable housing products • Design of affordable housing • Local need and cluster parish approach • Specialist Housing , including extra care housing • Promotes a positive approach to self and custom build housing • Increases the off-site contribution up to £102,000 per dwelling - in line with cost of providing the AH unit on site

  17. Information Classification: PUBLIC CIL Update • As at 24 February: − Relief granted – £6,679,848, 70% of which is Self-Build relief − CIL Collected – £544,391 − CIL Due – £480,748 (this is the amount for which unpaid Demand Notices have been issued) • Launch first call for funding applications late spring – applications of £5k-£100k to deliver local infrastructure • For noting: Consider phasing development involving demolition to avoid the demolition triggering commencement for CIL. Having demolition as a pre-commencement planning condition, does not prevent it from being considered commencement for CIL purposes.
