appeals are dismissed

  • Low numbers of appeals compared to volume of decisions
  • 6.9 year supply of housing – local policies remain strong
  • Demonstrates that the quality of decision-making is good
  • 91% of major applications determined in time and 83% of minor

applications – heavy reliance on extensions of time

  • Change to the enforcement function is starting to have a positive

impact with number of ongoing cases showing a steady reduction

  • 97% of our applications are delegated decisions; 93% are approved

and 92% are in line with our local communities

Long term vision for Cornwall: 50_50 Strategy

  • The 50_50 Strategy was launched in 2019, the aim of the project is to

develop a long term strategy for Cornwall that identifies priority issues and potential responses to these. It has been included in the Council’s Climate Change Action Plan and aims to begin the process towards achieving carbon neutrality with a clear and simple spatial narrative.

  • The initial engagement sessions are identifying key themes such as better

public transport, more renewable energy, reduce energy usage, enhance

  • ur environment, more opportunity etc.
  • We aim to produce a draft Strategy in 2020
  • Work continues on the Cornwall 50_50

Coastal Change Chief Officer Planning Advice Note

  • The document seeks to ensure that development in

areas subject to coastal change will be sustainable and safe.

  • It sets out Cornwall Council’s position regarding

development proposals close to the shoreline.

  • It defines the proximity to the coast where a

development needs to take account of potential coastal erosion and coastal change issues.

  • It provides guidance on ‘Coastal Vulnerability

Assessments’ that may be required to accompany planning applications.

  • Public consultation carried out in June/July last year.
  • Responses are being considered and the document

is being amended before it is published this month.

European Sites Mitigation Supplementary Planning Document (SPD)

  • European Habitats Regulations require

planning authorities to ensure harm from development to European protected wildlife sites is mitigated.

  • This is set out in the Local Plan: Strategic

Policies Policy 22: European Protected Sites - mitigation of recreational impacts from development.

  • To help developers with this Cornwall Council

has worked with Natural England to provide evidence and costed mitigation for the wildlife sites where recreational use is considered to effect sites.

£5k-£100k to deliver local infrastructure

  • For noting: Consider phasing development involving demolition to

avoid the demolition triggering commencement for CIL. Having demolition as a pre-commencement planning condition, does not prevent it from being considered commencement for CIL purposes.
