  1. Mainstreaming Connected and Automated Vehicles Presentation to ITS World Congress: United States / Australia Bilateral Roundtable Shailen P. Bhatt Executive Director, Colorado Department of Transportation

  2. Topics • Introduce the V2I Deployment Coalition (V2I DC) • V2I DC Focus Areas • V2I DC Key Outcomes – Mainstreaming Connected Vehicles • Colorado Specific Activities 2

  3. What is the V2I Deployment Coalition? • V2I DC Concept  A single point of reference for stakeholders to meet and discuss V2I deployment related issues • V2I DC Approach  USDOT asked AASHTO, ITS America and ITE to collaborate on organizing and managing the coalition 3

  4. V2I Deployment Coalition Structure Connected and Automated Vehicle V2IDC Executive Committee Executive Leadership USDOT Team (CAV-ELT) - ITS JPO - FHWA - FTA V2I Deployment Coalition - NHTSA TWG 3: Infrastructure TWG 4: TWG 5: TWG 1: TWG 2: Operator, Deployment Deployment Deployment Deployment OEM, and Guidance Standards Initiatives Research Supplier Partnerships 4

  5. 4 Focus Areas of the V2I DC At the September 2015 V2I DC Executive Committee meeting, four focus areas were defined for the V2I DC Focus Areas Defined by V2I DC 1.Intersections (Signalized and Unsignalized) 2.Queue Warnings 3.Work Zone Management 4.Curve Warnings 5

  6. Key Outcome of V2I DC – The SPaT Challenge SPaT: A Signal Phase and Timing (SPaT) message defines the current intersection signal light phases. The current state of all lanes at the intersection are provided, as well as any active pre-emption or priority. Some V2I Applications Enabled by SPaT: - Red Light Violation Warning - Transit Priority - Emergency Vehicle Pre-emption Eco – Drive - - Others 6

  7. The SPaT Challenge Challenge state and local public sector transportation Infrastructure Owners & Operators (IO&Os) to deploy DSRC infrastructure with SPaT broadcasts in at least one coordinated corridor or network (approximately 20 signalized intersections ) in each state by January 2020. 20 Intersections in 50 states by 2020! 7

  8. Key Outcome of V2I DC – OEM / DOT Workshop • September, 2016 Workshop of Auto Manufacturers & State and local DOTs • Outcomes:  Defined a “Forum” for future meetings & project work  Agreed SPaT Challenge & Data Exchanges are top priorities  Agreed Red Light Violation Warning Apps are a priority supported by SPaT Challenge 8

  9. V2I DC – Phase 2 • Phase 2 will begin January 2017 • Continued focus on the 4 Key Areas • Expanded focus to include:  Connected Vehicle use in DOT Fleets  Interaction with CV Pilot Deployments & Connected Cities  Integrate with the OEM/DOT “Forums” for cooperation 9

  10. Other ‘Mainstreaming Efforts’ Connected Road Classification System Proposal: • Challenge facing State & local DOTs is the level to which they equip roads for Automated Vehicles • USDOT-NHTSA Policy on Automated Vehicles defines 5 levels of vehicle automation • Infrastructure Operators need a classification system to define the level of roadway readiness to support Automated Vehicles 10

  11. Connected Road Classification System Proposal: • Proposed NCHRP Research project • Outcome would:  Define Infrastructure Levels  Develop Uniform Standardized Decision Matrix / Tool • Sample Illustration: Minimum safety Cell coverage No signs, signals, & mobility but no DSRC striping needed Level 1: Level 2: Level 6: Unpaved / Paved roads All lanes designed non striped w/ MUTCD for Vehicle Level 4 11 roads signage Automation

  12. RoadX VISION : Crash-free, Injury-free, Delay-free and Technologically- transformed travel in Colorado. RoadX MISSION : Team with public and industry partners to make Colorado one of the most technologically advanced transportation systems in the nation, and a leader in safety and reliability. Colorado Is Open For Business – Colorado invites partners to join us in accelerating the adoption and deployment of technological solutions.

  13. Using detection and cloud-based software that understands and can report available parking spots to truckers, reducing: - Truckers wasted time and fuel - Excess wear and tear on Colorado’s roadways - Excess pollution The first phase of this project will integrate six existing parking facilities into the Smart Truck Parking System.

  14. CDOT has partnered with an international mapping firm, HERE to provide drivers with the most real-time data possible to allow drivers to make better decisions when traveling through the mountains. Imagine Waze on steroids. Drivers will be equipped with the knowledge of when they can expect critical safety warnings such as: • Low visibility • Multi-vehicle pileups • Sun glare Smart 70 will accelerate the advancement of autonomous vehicles by giving autonomous systems instantaneous data and warnings from connected vehicles.
