- To create greater clarity, the NHS Improvement work known to date as CTP PLICS will now be
referred to as National Cost Collections (NCC).
- The Costing Transformation Programme (CTP) continues as planned, as does the transition to
patient-level costing (PLICS). These simply now go under the straightforward and overarching banner of National Cost Collections.
- This name change removes confusion between the NHS Improvement work and NHS providers’
individual patient-level costing processes, which sometimes differ but have both been referred to using the same abbreviation of PLICS.

Reference cost only submissions
- The deadline for Community, Mental health and Ambulance Reference Costs return is the week ending 26th July 2019.
PLICS and Reference Costs submission
- For the acute sector, we will be scheduling your submissions in weekly slots – check your NHS.net now!
- We have provider deadline tranches running up to w/e 23rd of August 2019
- Not all providers have automatically been given until w/e 23rd of August 2019
- You will be asked to select a week in which you wish to submit on a first come, first served basis
- If providers wish to move to a tranche with a later deadline than have been initially allocated then they can contact the
reference costing inbox (nhsi.referencecosts@nhs.net) to discuss this
- There are two benefits to submitting your PLICS and NCC workbook early
- You will have the option to request to submit again within the collection window, if you find a substantial error
when internally validating your submission
- NHSI will run high level aggregated data checks against your submission and will discuss out findings with you
with the option to resubmit during the initial collection window

- Why the delay?
- Delay in getting the final list of HRG changes
- Needed to understand the implications of the legally restricted coding
- The workbook will reconcile the mixed economy submission of PLICS & HRG level
data
- You can upload your completed workbook to SDCS as many times as you like, and
make use of the verification reports until your submission week.
- When you are happy you will use the tick boxes to signal the upload is the final
version, and you should then upload your PLICS files to SEFT on the same day

Data Provision Notice (DPN)
- NHS Digital issue a Data Provision Notice to the appropriate providers of the required data
