  • The most important project this/last year has been the equipment testing new masts and fins. I have been in close contact with both the testing teams form FRA, NED, POL

and GBR on the customers side, and NeilPryde / Cobra on the manufacturer side. The initial idea during the AGM in Japan was to test only the durability of the new production masts 490 and 520, before they will be available on the market. We also agreed to send the new EVO fins mark 2 to the test teams, to be sure about the quality. The teams received the masts/fins within a few weeks after the AGM and started testing. Deadline was agreed to be early December 2017, to have enough time for production, transportation/delivery worldwide.

  • The Class ExCom published a system on the website explaining the need of one design equipment from the moment we start the qualification process for Tokyo 2020, and

this has been discussed and agreed on by majority in Japan.

  • The masts testing was without problems regarding durability; of course with a new production methodology the performance is not the same compared to the old masts. The

tolerances are much tighter, 50%, which will reduce the need to buy and tests more masts. The same situation for the fins regarding tighter tolerances, but here we’ve seen cracks appearing after minimum 15 hours of testing in power planing conditions. The cracks in 3 fins(different teams) were at identical position, so a structural weakness has been identified and reinforced into the Mark 3 EVO Fin. This has been the reason for the delay of the fin distribution and delivery: we wanted to make sure the new fins will be of the best quality possible. The extra testing weeks ( not enough wind in January!) delayed the whole process, but finally in February the green light came and first new fins have been distributed and delivered from March this year. NeilPryde will continue to do everything possible to get the new equipment to the athletes in time. During this long period I have been in contact with many colleagues to answer questions and explain the situation. We understand the frustration about the delayed delivery of the new equipment, but we are confident that in the end we all can train and race with more identical and higher quality equipment. I want to thank the testing teams and the team of Cobra and Marco for their efforts.

  • second important project is the RSX Class coaching project: the initiative came from Ronnie Meier and myself, and will be presented during this meeting.
  • This project is very important to increase the participation of more countries, athletes around the globe in this challenging and exciting sport of Olympic windsurfing. World

Sailing stated during the midyear meeting in May that windsurfing men and women, and single hand men and women, are the core, universality, events of the Olympic Sailing competition. To keep that important status it’s crucial now to invest in the development of our sport in the regions, in “weaker” parts of the world where the local MNA's and individual windsurfers have problems to keep connected to the high level RSX racing in the well developed parts of the globe. There is no time to lose, as we already see a decline of participation of MNA’s in our World Championships, and the dramatic cut WS made in the men’s fleet at the Olympic games from 36 in Rio to 25 in Tokyo is not helping to increase the number of active MNA’s. Work has to be done, of course together with the MNA’s to create sustainability in the country/regional programs, with focus on developing the local trainers/coaches so there will be more regular and systematic training in the clubs and region/national level.

  • Working together with the IWA and the Techno Class is crucial as it all starts at the younger age groups of course; RSX is the end of the long chain!
  • The third project, and maybe even more important, has been the promotion work to retain windsurfing as an Olympic Event. Since November 2017 the executive committee

have worked very hard, as a team but also individually, together with other stakeholders like the IWA, and with the contribution of key persons like Neil Pryde and Bruce Kendall, to make sure that World Sailing council members, Events committee members and MNA's will understand the importance of Windsurfing being one of the most universality events in the Olympic sailing family. You all have seen the outcome of the midyear meeting, and we can say proudly that windsurfing as an Olympic event is stronger than ever before! Thanks to everyone who contributed to this result! The RS:X Class Technical Committee was working on following issues:

  • Updating the RS:X WINDSURFING CLASS RACE MANAGEMENT GUIDELINES - the main changes were needed do adjust the

guidelines to the last year’s submission regarding the reaching starts and in addition some small edits were made

  • Reviewing the Class and Events documents
  • Appointing the race officials for the principal events - Juries, Chairmen of Technical Committees and Class Course Representatives
  • Reviewing different event formats as being involved in a working party created to respond the expectations of WS Events Committee

  • Since we last met in Enoshima in 2017, a fair amount of work has been going on with regards to the equipment as well as the class

rules.

  • In March I attended all of the manufacturing facilities of RSX equipment in order to ensure that the quality control procedures were

appropriate for the class as well as ensuring that the production process was producing high quality equipment to the smallest possible tolerances.

  • This started with visiting Cobra in Thailand where the boards, fins and centreboards are built. Efforts concentrated on the fins and

their production but also their testing for strength and reliability.

  • As many have discussed this evening and will continue to discuss over the coming event, fin reliability is a major concern for the
  • sailors. We have tried to replicate some of the loading at the factory to understand the reasons for failure. Show video
  • The video represents the difference between the white and black fins in how they handle. We pull tested a 66cm using 60kg at the tip

20 times on one side and then another 20 times on the other side. The black fins showed no visible signs of damage or audible signs

  • f stressing. When we replicated this with the white fins the fin made an audible crack on the first pull and then visual signs of

stressing after the 5th pull.

  • This test was repeated on numerous fins and results repeated. It shows that the white fins were more forgiving in their structure in

that the paint showed stress cracks where as the black fins are stronger, with a higher breaking strain, but fail more spectacularly.

  • There are no observations made on the boards and sails. However I would note that the new mast producer in Italica are very precise

in how they are building masts and look to have a very good product. Both mk1 and mk2 masts fall within the production tolerances as originally set and the next stage would be to get feedback on the masts with regards to consistency in performance.

  • Finally, I would like to thank Pilar for her time for these World Championships and I hope the next few days go smoothly to allow the

champions to be awarded on the water.

There are many countries on different continents where only an old equipment is available and we should not limit to use that equipment at their continental championships. The current class rule is limiting the equipment and therefore reducing the participation at events.

  • Purpose or Objective

Under the class rules allow the use of Mk2 fins and Mk1 masts at all events except the Olympic games.

  • Proposal

The sailors in all RS:X classes youth and senior may use the older Mk1 masts and Mk2 white fins as well as use the new Mk2 masts and Mk3 black fins at all national and international events, except the Olympic games competition where the Mk2 mast and Mk3 black fins can only be used.

  • Current Position

Mk2 white fins and Mk1 masts are not usable at competition from August 2018.

  • Reason

There has been distribution and quality issues with the new Mk3 black fins. The price increase for a product much the same as the older versions is not balanced or consistent with the quality. The lack for incentive for new sailors joining the class or current sailors who are not at the front of the fleet to invest in the new equipment as it will have a substantial depreciation in value over the next 2 years. With the proposed change of equipment for windsurf 2024 Olympic competition many sailors are reluctant to invest in the new equipment as this equipment will radically reduce in value over the next 2 years. The direct result is these sailors will not be able to compete in the class anymore with the current stance to only use the new equipment and the class will lose a valuable number of sailors

To revise the RS:X Class Championships Entry Fees.

  • Proposal

To apply the new Entry Fees for the RS:X Class Championships as follows:

  • 1. RS:X Senior Fleet – On-time Entry Fee 200 EUR and Late Entry Fee 250 EUR
  • 2. RS:X Youth Fleet – On-time Entry Fee 150 EUR and Late Entry Fee 200 EUR
  • 3. The Entry Fees shall start to apply from 1st January 2019
  • Current Position

The current RS:X Class Championships Entry Fees are:

  • 1. RS:X Senior Fleet – On-time Entry Fee 160 EUR and Late Entry Fee 200 EUR
  • 2. RS:X Youth Fleet – On-time Entry Fee 150 EUR and Late Entry Fee 190 EUR
  • Reason

The Entry Fee of the RS:X Class championships has not been changed since 7 years and have currently the lowest entry fees amongst the Olympic Classes. The inflation since the last fee change is continuously decreasing the budget of the events. The amount of the increased part (a’ 50% from the 40EUR) will be allocated to the ENP program.

Submission 06-18 - ExCom

  • Purpose or Objective

To create the best possibilities for our class to increase the number of countries and athletes participating inWorld and Continental championships to be the largest among all Olympic classes.

  • Proposal

To create class ENP program that will work with windsurfers and their coaches from countries that have difficulties to appear in our class World championships. The project will work collaborating with the proper MNA’s, suitable local clubs, sponsors, windsurfers and their parents, IWA and the World Sailing. Class ExCom will set up a working party that will select and approve the countries and athletes that are most promising for the project. The project will start from January 1st 2019, should the RS:X windsurfing equipment be confirmed for the 2024 Olympic games in France. Sources for the budget of this project will be: the RSX class, the involved MNA’s, athletes and their parents, sponsors.

The RS:X class will publish the project on our website and directly to the suitable countries. The Class ExCom will ask for any possible help from coaches (regional focused), who could assist in the project with cost covered. The project will coordinate in the way that local organization (MNA’s, clubs) will provide, if possible, athletes with their trainer/coaches, equipment, training venue, coach boat, accommodation. Project budget for cost and fees is estimated in the amount of € 50.000 per year. The RS:X Class will contribute with the amount of maximum € 25.000. The other part shall come from the local MNA’s, clubs, sponsors, athletes and their parents.

  • Current Position

No such a program available. Many countries are short of professional knowledge about the way to establish an Olympic windsurfing program, therefore cannot/won’t do it. No systematic and consistent training programs available, no knowledge transfer.

  • Reason

If we will succeed, we will have the best position to remain an Olympic class as long as possible, with global participation at the highest level possible
