Background to the action

Cooperation in the field of youth policy between the Council of Europe and the state authority responsible for the implementation of youth policy in Ukraine began in the late

  • 1990s. The main goals of this cooperation included supporting the development of youth

policy on national and local levels, providing assistance to non-governmental youth

  • rganisations and encouraging interaction between state structures and public
  • rganisations.

In 2012 a Framework Programme for Co-operation in the sphere of youth policy was signed and successfully implemented in the framework of the Council of Europe 2011-2014 Action Plan for Ukraine “A Partnership for Reform”. The youth dimension of both the Action Plan for Ukraine and the Framework Programme addressed the training of key multipliers, trainers and youth policy officers who can play a role in initiating processes for youth policy reforms, supporting youth participation and the mainstreaming of human rights education. A long-term project “Capacity building for youth participation in youth policy and human rights education in Ukraine”, which included 4 training-courses and the launching of campaign No Hate Speech Movement, was successfully successfully implemented in 2012 and 2013 and demonstrated their relevance for youth policy and youth organisations in Ukraine. In parallel to this project, a Council of Europe international review of youth policy in Ukraine which was carried out in 2012; its conclusions have informed the content of the project and remain largely relevant today. The political developments in Ukraine since “Maidan Revolution and armed conflict in Eastern Ukraine conditioned the continuation of the cooperation and shaped its

  • development. Alarmed by the impact of the conflict on young people and on peace in

Europe, the Joint Council on Youth adopted a line of special pilot projects for Ukraine by the European Youth Foundation and called for new activities aiming at peace-building and conflict transformation. In July 2014 a new biannual Framework Programme on Co-operation in the field of youth policy for 2014-2015 has been signed between the Ministry on Youth and Sport of Ukraine and the Council of Europe. The new programme reflects the new realities and priorities for youth policy in Ukraine and remains flexible in its implementation so as to respond to new needs. In September 2014 the “Compass’ All-Ukrainian Forum: New reference points and missions for human rights education with young people in Ukraine” took place in Kyiv. The Forum marked the official launching of the Ukrainian version of “Compass”, the manual for human rights education with young people. In addition to the presentation «Compass», the forum included a consultation with youth and human rights organisations about what should the priorities for the Council of Europe work with Ukraine in the field of youth policy and youth work. Many of the proposals and expectations involve conflict transformation and confidence-building among young people from all the regions of Ukraine, together with specific measures to support youth work and youth policy development. It was also widely agreed that human rights and human rights education must integrate the framework of such support measures. They are part of the European common values and heritage and are irreplaceable to restore dignity and dialogue. Based on these proposals, the Youth Department of the Council of Europe and the Ministry

  • The publication of the manual “Have Your Say” in Ukrainian language, as a support

to democratic youth participation

  • The organization of a training and study visit of Ukrainian youth leaders to the

Council of Europe institutions in Strasbourg

  • Organising a training course on human rights education, based in Compass, with an

emphasis on conflict transformation with young people. The Compass Training for Human Rights Education and Conflict Transformation is the first

  • f these activities. It seeks to involve youth leaders, trainers and non-formal education and

educational professional in the implementation of the Council of Europe Charter on Democratic Citizenship and Participation and to strengthen youth organisations capacity to work with young people for dialogue and reconciliation. Aim and objectives The course aims to develop participants’ competences in planning, implementing and evaluating human rights education activities with young people based on the approaches and methods laid out in Compass and on conflict transformation approaches, and to set the basis for a network of human rights educators from all regions of Ukraine. Training course objectives

To consolidate and further develop the competences of participants to introduce and explain human right education in non-formal learning activities with young people

To familiarise participants with the educational approaches methodologies underlying Compass by enabling them to experience and critically reflect on tits methods

To support participants ability to address conflict and introduce conflict- transformation methods in their activities and with young people from the various regions of Ukraine and diverse political backgrounds

To empower participants to act as advocates for the Council Europe Charter on Education for Democratic Citizenship and Human Rights Education in formal and non-formal education settings and programmes

To associate the participants with the implementation of the No Hate Speech Movement campaign in Ukraine and to link it with other initiatives for human rights and peace building

To support networking and cooperation among youth leaders, youth organisations and other stakeholders of youth and human rights matters in all regions of Ukraine. Expected results

Thirty youth leaders, trainers and education professionals will be able to act as multipliers for human rights education and support their organisations to develop human rights based approaches to youth work and conflict transformation

The core group of a network of trainers, multipliers and advocates for conflict transformation and peace building will be created

At least 20 follow-up projects will be set by the participants with an outreach of at least 400 young people across Ukraine

Youth organisations in Ukraine will increase their practical knowledge about the Council of Europe and its youth policy instruments, including the European Youth Foundation and the programme of activities of the European Youth Centre and the No Hate Speech Movement

The Ministry of Youth and Sport of Ukraine and the Council of Europe will be better knowledgeable about the needs and potential for future cooperation in the youth policy area. Educational approaches and programme The course programme will be built on the methodologies and structure of Compass, relying

  • n non-formal learning approaches combined with experiential learning, participation and

learner centredness. The course contents will work on the three dimension of human rights education (learning through, learning about, learning for human rights) and follow the main contents of Compass: exploring human rights education, understanding human rights and specific issues therein, practicing human rights education through Compass activities, planning future actions. A specific module will be proposed for conflict transformation and peace-building. This may be complemented by activities of the manual Bookmarks, designed for the No Hate Speech Movement campaign. Intercultural and dialogical learning will inform the whole activity: the trainers will be facilitators of a learning process that takes into account the experiences and inputs from the individual participants. Group work will be combined with individual assignments that favor experiencing, learning and reflecting about the implications of the learning on the future work and activities of the participants. The five days of the programme should thus be five intensive days of learning and living together. A detailed programme will be sent to all the participants ahead of the course. Organisers of the training course The training course is co-organised by the Youth Department of the Council of Europe and the Ministry on Youth and Sport of Ukraine as part of the Framework Programme on Cooperation in the field of Youth Policy for 2014-2015 between the Council of Europe and Ukraine. The leading organizer of the training course is the non-governmental organization “Centre of Civic Advocacy”. Cooperation with other national and international partners is envisaged and being planned. Participants profile, recruitment and selection The training course will gather 30 trainers, youth leaders, teachers and multipliers in human rights education with young people from all over Ukraine. The participants are not expected to possess extensive knowledge of human rights or human rights education, but they should have a minimum experience in conducting non- formal education and youth work activities in Ukraine. Participants are welcome from all regions of Ukraine. The process of selection of the 30 participants will be carried out by the organisers on the basis of the following criteria:

Experience and current role in youth work and non-formal education as youth leaders, youth workers, trainers or teachers in Ukraine

Motivation to practice human rights education and support conflict transformation approaches with young people in Ukraine

Support by a youth or human rights organization or a youth work/you policy institution, especially in view of follow-up projects or activities

Regional representation: a maximum of 3 participants will be accepted per region (oblast)

Age; priority will be given to applicants aged between 18 and 35. General conditions of participation The following conditions apply to all participants. When applying to take part in the course, applicants and future participants are expected to have adhered to them.

The training course will be held in Ukrainian and Russian language (without interpretation services)

Participants are expected to attend the full duration of the course

A certificate of attendance will be provided by the organisers. Dates of the training course: 3-7 November 2014 (For participants from outside Lviv: arrival

  • n 2 November, departure on November, 8).

Financial conditions of participation Travel costs to Lviv will be reimbursed by the Council of Europe; board and lodging will be provided at the location to be chosen by the organisers.
