to avoid becoming a major air source)

Prepare/Review

• Facility staff below Plant Manager
• Environmental, Health & Safety, Environmental Manager, etc.
• For submissions requiring responsible official signature by

rule, can submit with PIN but must upload attestation document signed by responsible official

• Consultants
• Prepare and Review only - Never submit

Certify/Submit/Manage Access

• Plant Manager or higher (few exceptions in rule)
• Keep access list updated for current employees, consultants
• Submit tasks – make sure it is successful
