Introduction and Outline of Engagement

  • The Department engaged Bolton to complete cost impact analyses

associated with combining the HCBS-SLS and DD waivers into a single waiver serving individuals with Intellectual and Developmental Disabilities

  • This engagement will build on the work Bolton completed in

2016/ 2017 regarding historic utilization and Support Levels

  • While most of our deliverables are mathematical in nature,

consideration of the Department’s goals is necessary for successful completion of this engagement:

  • Members getting the right service, right amount, at the right place,

and right time

  • Providing Residential Habilitation continuity
  • Minimize member disruption
  • I mprove where possible (e.g., more flexible, additional services)

Introduction and Outline of Engagement Continued…

  • The primary deliverable from Bolton’s contract is a cost model that

will allow the Department to value the budget impact of the combined waiver

  • This tool will have flexibility to allow the Department to model the

budget impact of various scenarios and program parameters

  • Bolton is also providing research services to the Department with a

focus on:

  • HCBS waiver programs in other states (e.g., program parameters

and support levels)

  • Data or other information to inform cost model inputs (e.g.,

utilization levels for new services)

  • Consideration of concerns and thoughts from the stakeholder
