  2. ABOUT PARENTLINK ❖ ParentLink has been serving Missouri families since 1989! ParentLink supports Missouri’s families and communities by linking parents and professionals to information and resources. PARENTLINK STAFF ➢ Director ➢ Associate Director of Operations ➢ Associate Director of SE MO Programming ➢ SE MO Navigators (4): 3 generalists and 1 for pregnant mothers and caregivers of young children, (0-5) ➢ Associate Director of Kinship Caregiving and New Programming ➢ Kinship Navigators ( 1 serving Central MO , and 1 serving SE MO ) ➢ Early Childhood Coordinator & Family Support Specialist ➢ Fiscal and HR Coordinator, Office Support Coordinator and Assistant ➢ Public Relations Assistant(s) ➢ Resource Specialist and Assistant(s) ➢ Program Associate (works with central MO Kinship Families) ➢ WarmLine Family Support Specialists: Master’s level professionals in Counseling, Social Work, Human Development and Family Sciences, Special Education, and other areas of expertise (1 full time, 5 part time).

WHO DOES WARMLINE SERVE? ❖ The entire State of Missouri (including TEL-LINK MCH Line). ❖ All types of parents to include grandparents and kinship caregivers (dedicated 800 number for Kin-4-Kid line). ❖ Offenders in every DOC in MO via ParentLink Corners. ❖ Providers including: State agencies, Community Action Agencies, Local Community Agencies, Parents as Teachers (PAT & other home visiting agencies), early child care providers, health and mental health agencies, and more!

ASQ ONLINE LARGE EVENTS & ACTIVITIES TO DATE: ❖ Piloted Onsite at Preschool Health Screening Event in Poplar Bluff in March of 2019. • Screened 59 (0-6) year old's on ASQ-3 and ASQ:SE-2; total of 118 screenings. • Guidance Counselors assisted with results/score delivery at event to parent/caregiver and followed through with appropriate referrals to First Steps, ECSE, PAT-Home Visiting, etc. ❖ Provided Onsite Assistance for Preschool (teachers) in Jefferson City, July of 2019. • Resulted in 34 preschool children screened, ages (0-6); total of 68 screenings. • Provided detailed analysis to preschool director with suggestions/ recommendations for referrals for those 26% of children scoring in “referral zone.” ❖ Social media blitz throughout MO during COVID, June of 2020. • Resulted over 200 ASQ screenings throughout the state. • 27.5% of these cases landed in “referral” zone.

SHOW-ME MISSOURI ➢ 114 Counties, 99 are rural. ➢ Poverty rate is 14.6%, same as the national average. ➢ One out of every 6.8 residents lives in poverty. ➢ Missouri ranks 30th in Poverty Rate at 14.6%. ➢ Children Under 6 in Missouri have a Poverty Rate of 22.7% . ➢ Highest levels of infant mortality rates are in St. Louis, and 6 out of the 8 counties in SE MO.   8. BOOTHEEL NAVIGATOR SYSTEM OF CARE IN SE MO: ParentLink Navigators work in Missouri’s SE area to help improve parents’ access to resources. Three Navigators are housed in the county health offices where WIC clinics are located. Each Navigator splits their time between two county health offices: ➢ Pemiscot and Dunklin Counties ➢ Scott and Stoddard Counties ➢ Mississippi and New Madrid Counties ➢ Ripley and Butler (focus is serving pregnant mothers and primary caregivers of young children, 0-5) The role of the Navigator is to assist parents and caregivers to fully connect and address barriers with needed resources that relate to improving health and well-being .

PARENTLINK’S WORK WITH HELP ME GROW (HMG) NATIONAL CENTER AND COMMUNITY OF PRACTICE COHORT WITH WIC: ➢ ParentLink became Help me Grow (HMG) Affiliate site in 2015. ➢ Early Childhood Coordinator became point of contact in January 2019. ➢ Applied for Community of Practice Cohort with WIC in February 2020 for purpose of strengthening our engagement and partnership with WIC Clinics in SE MO. ➢ Accepted along with 6 other state HMG affiliates in March 2020. ➢ March 18, 2020, ParentLink went remote due to COVID-19 Pandemic.

PRIMARY GOALS & OBJECTIVES FOR PARENTLINK WORK WITH WIC IN SE MO: ParentLink provides ➢ Help to promote and support WIC Nutritionists’ referrals efforts in utilizing the CDC’s LTSAE and to assessment for Milestones Matter materials. specialized services and follow-up. ➢ Offer access to ASQ Online developmental screenings should a child’s LTSAE checklist ParentLink indicate “red flags.” Provides Developmental Screenings ➢ Target 1 county in SE MO as a pilot site for this ASQ-Online work and then spread this work over 7 remaining (offering results within counties within this region. 24-72 hours) ➢ Offer and make available the ASQ Online WIC developmental screening to any child (0-5) in Health Department or WIC clinic who are referred Promoting LTSAE to ParentLink, in addition to other supports needed for families. ( Referral to ParentLink for ASQ if checklist indicates need for screening)

PROVIDING EMERGENCY COVID-19 ESSENTIALS TO SE MO COUNTIES: ➢ HMG responded with Emergency COVID Funding RFA for 7 HMG CoP Affiliates and 5 Advising Affiliates to purchase “essential supplies” for the families they served. ➢ ParentLink partnered with 2 SE MO agencies for implementation of the purchase and distribution of diapers for this region and SE MO partners were awarded $43,000 from RFA. ➢ 268,750 diapers, along with a ParentLink pack of early childhood materials will be provided for each family visiting WIC clinics and other agency partners through December of 2020. ➢ During diaper distribution and beyond, ParentLink will continue to partner with WIC staff, County Health Department Administrators and other community partners to ensure that children have the opportunity to be identified early for developmental delays.
