A British Electricity Market

Joint Ofgem/DTI initiative Will apply to the whole of Great Britain comprising:

– GB trading based on England & Wales arrangements – GB transmission access for all parties – Split of transmission functions between system operation and transmission ownership

The BETTA Proposals

slide-5
SLIDE 5

30/06/04

A British Electricity Market

Scottish wholesale arrangements set up at privatisation Different to England & Wales

– no competitive market – reliance on administered arrangements – vertically integrated companies remained in being

Restriction of trade through interconnector arrangements No significant change in Scotland since privatisation

slide-16
SLIDE 16

30/06/04

A British Electricity Market

Key Expected Outcomes

More competition in Scotland – in generation and supply More efficient GB traded markets More co-ordinated investment in GB transmission networks

slide-17
SLIDE 17

30/06/04

A British Electricity Market

Opportunities (Customers)

Domestic customers in Scotland benefit:

– DTI RIA Estimated £13 per customer in Scotland, – help to fuel poor and those on lower incomes, – competition and choice for all GB consumers

Renewables benefit through better access to market and spreading of the necessary transmission investment across GB Industry benefits through competitive prices Market participants benefit through minimal change approach, which minimises costs

slide-18
SLIDE 18

30/06/04

A British Electricity Market

GB market will enable:

– One set of rules for supplying customers across GB – Removal of barriers to entry in Scotland e.g. the administered arrangements to support the interconnector – Real opportunities for suppliers – Good for all classes of customers

Opportunities (Suppliers)

slide-19
SLIDE 19

30/06/04

A British Electricity Market

Opportunities (Generators)

Open and fair access to GB transmission system

– common arrangements for access to transmission system – unified pricing methodology – recovery of GB transmission costs from GB charging base – provision of visibly non-discriminatory access through creation of independent GB system operator

Interconnector becomes another part of the transmission system Transmission prices will change, but:

– Scottish generators will no longer have to pay separate charges for use

  • f interconnector

– Access to GB market

slide-20
SLIDE 20

30/06/04

A British Electricity Market

Opportunities (Renewables)

  • Current arrangements stifle development in Scotland
  • GB market will enable

– Essential investment in transmission networks – Access to liquid GB market – Competition for output of renewable generation

slide-21
SLIDE 21

30/06/04

A British Electricity Market

Opportunities (Summary)

Good for all classes of customer Co-ordination of investment in transmission Greater access to GB market So how do parties become involved and how do we transfer to the new arrangements?

Implications of BETTA (Connections)

All parties connected to the transmission system will have agreements with the GB system operator:

– connection agreement – mandatory services agreements

Parties may require Interface Agreements with their local transmission licensee Based on “CUSC form” agreements

slide-29
SLIDE 29

30/06/04

A British Electricity Market

Implications of BETTA (Connections)

Access to GB Transmission System

– removal of constraint of access to interconnector – increase in demand for renewables connection in Scotland

Implications of BETTA (BSC)

England & Wales BSC used as the basis for GB document Near final version published 30 April 2004 Key differences:

Implications of BETTA (Grid Code)

England & Wales used as the basis for GB document, with some regional differences Second consultation published 7 May Near final version end of July Key differences:

– regional differences where necessary – prudent retention of definitions of large, medium & small generation – review Panel membership – Derogations – Balancing mechanism not scheduling and despatch

slide-39
SLIDE 39

30/06/04

A British Electricity Market

Implications of BETTA (Small Generators)

  • Ofgem/DTI recognise the small generator issues cut across documents
  • Therefore decision to consult additionally on the theme of small

generators

  • Ofgem/DTI conclusions

– provide small transmission connected generators in Scotland with a discount against transmission use of system charges:

  • interim period of three years
  • expected to be in the range £2.5 to £3.5 per kilowatt

– amendment to the GB CUSC to relieve licence exempt transmission connected generators from the obligation to become a party to the BSC:

  • a BSC Party registers the generation on their behalf

SLIDE 68

WHAT ROLE WILL SHETL PERFORM? Up until BETTA Go-Live (1st April 2005) SHETL will continue to process your connection applications in the usual manner (“ its business as usual”). At BETTA Go-Live the contractual arrangements between SHETL and transmission Users will formally transfer to the GBSO.

  • Prior to BETTA Go-Live SHETL will initiate the termination of all

transmission Agreements.

  • Prior to BETTA Go-Live, where applicable, SSE Distribution business will

vary any distribution Agreement to remove any transmission reference.

  • SHETL will provide User data to the GBSO to support the enduring GBSO-

User and GBSO-TO contractual framework. Post BETTA Go-Live SHETL will remain the north of Scotland Transmission business.

slide-69
SLIDE 69

CONTRACTUAL RUN-OFF

  • Prior to BETTA Go-Live all the existing bilateral and tripartite transmission

and interconnector contracts will be run-off.

  • This work will be co-ordinated to coincide with the introduction of the

enduring contractual framework (e.g. CUSC, MSA, BSC, GBGC)

slide-70
SLIDE 70

WHAT ROLE WILL NGT PERFORM?

  • NGT will enter into bilateral discussions with affected Users, both

transmission and distribution connected (where appropriate).

  • Establish new contractual arrangements with transmission Users under the new

BETTA legal framework for switching on at BETTA Go-Live.

  • Any distribution connected embedded Generator providing services to the

GBSO will be required to enter into a Scottish Embedded Generator Agreement (SEGA).

BETTA

SPT is supportive of BETTA and is working with Ofgem/DTI and the other transmission licensees to deliver BETTA. BETTA must deliver:

  • An equitable GB market for our customers
  • Consistency with wider energy policy objectives and support

renewables

  • A sound electricity infrastructure for Scotland

BETTA is a fundamental restructuring of the transmission sector:

  • SPT will continue to own, plan, maintain and develop its network
  • NGC will become responsible for system operations
