A summary of some of the moves towards a merger of the WEU into the EU: On 20 November 1999, Javier Solana, who was the High Representative for the Common Foreign and Security Policy (CFSP) of the EU, was also appointed Secretary-General of the WEU. His being head of both organisations permited him to oversee the ongoing transfer of functions from the WEU to the EU. The Petersberg tasks, declared by the WEU in 1992, were incorporated in 1997 into the treaty of Amsterdam of the EU, forming the basis of the European Security and Defence Policy which frames a common policy to deal with humanitarian and rescue, peacekeeping and tasks of combat forces in crisis management, including peacemaking. The European Union Institute for Security Studies (EUISS) and European Union Satellite Centre (EUSC), both established to function under the EU’s CFSP pillar, are replacements to the Western European Union Institute for Security Studies and the Western Union Satellite Centre which had been established to function in connection to the WEU. 92 Silent transfer of power confuses even China

The fancy footwork that the EU and WEU were performing confused the world. Sometimes they probably confused themselves. Here China thinks the WEU is dissolving and the British report it as quietly being rolled into the EU. Correct answer: It was quietly partially rolled into the EU a year after Javier Solana took up his new positions in the EU and WEU.

The Transfer of powers continued during the next decade. On January 1, 2002 the number of full members was frozen at ten members. The map shows in red the Full member states. The other colors represented the various other partner memberships. By 2004 all of the nations which were to be brought into NATO had done so and they became partners of various stripes in the WEU but not full members. They also were joining the EU by 2007. Within twelve years the task Javier Solana had proposed for Europe and its military alliances in 1995 had been completed. The marching regiments on the Champs Elyse on July 14, 2007 were a celebration of the building of the military of the EU. I think it helpful to show the slide again which shows the marching armies. This was not the result of simply inviting each country to send some soldiers to have a parade. This was the result of more than a decade of diplomacy and (I can only guess the actual number) several hundred billions of dollars

  • f new investment in the military of Europe. Next consider the changes brought about

by the shift in investments and travel brought about by the the new open doors of Europe and one may see that Europe had cause to celebrate. Threats to its new political integrity will not be viewed as unimportant. Europe will respond with vigor eventually if its new found success is threatened by economic or civil disorder. These hard fought successes will be protected. In the next section we will consider the major Diplomatic actions of the European Union during this time frame. The European Union came into existence on November 1, 1993.

94 The Old Guard and the “Young Turks”

The diplomacy of the European Union since its inception on November 1, 1993 has been robust. It is of course only possible to consider some of the components. We will look at some of the first, some of the largest and some of the latest actions of the EU.

These are the most recent generation that has worked on the construction of Europe. The newborn European Union has a history and its future looks bright. Only a few of the old guard from the post World War II era are remaining. A few of the rising stars are present. Emmanuel Barroso current EU commission President is present in the back row serving as foreign minister of Portugal. Javier Solana serving as foreign minister of Spain is also pictured. Barroso is back row fourth from the left and Solana is back row fifth from the right. They are the “young turks.”

95 Hit the Deck Running

The European Union came into existence on November 1, 1993. The first significant action may be that taken by Spain and Israel in the first week of the life of the new EU. Spain and Israel enter into a cooperation agreement as the first of political changes between any new EU country and its neighbors.

Shimon Peres is currently President Of Israel and King Juan Carlos is reigning King in Spain. The agreement even mentions the Madrid Peace conference which had met in Madrid Spain in recent years. The government of Spain was still actively pursuing Peace in the middle east. Javier Solana and King Juan Carlos had first met in 1979 when Felipe Gonzalez and Javier Solana in the immediate years after the end of the Franco regime had approached the King about the legalization of the new socialist party. Solana has shown a knack of being present at the beginning of things.

96 We meet Again

The contacts that Spain had with Israel from the Madrid Peace Talks and the contacts made by the Spanish Israel cooperation agreement of 1993 served them well when Israel was persuaded to sign

  • nto the regional cooperative agreement with the EU and its neighbors in 1995. Israel and Syria

both balked at joining an agreement that included the other. Consider some of the wording in the document. “The participants support the realization of a just, comprehensive and lasting peace settlement in the Middle East based on the relevant United Nations Security Council resolutions and principles mentioned in the letter of invitation to the Madrid Middle East Peace Conference, including the principle land-for-peace, with all that this implies;” The success that Javier Solana had in bringing the two nations of Israel and Syria to the table was based on talent in diplomacy but also on years of effort and contact as foreign minister of Spain. This success recommended him well to those who were considering him for the position of Secretary General at NATO . He began as Secretary General of NATO December 5, 1995 just days later.

97 Getting Stronger

The initial agreements of 1995 were further consolidated and strengthened by additional updates in the following years. The European Union signed agreements of support with its neighbors in what became know as the European Neighborhood Policy or Project. (ENP) The first slide shows a meeting between the High Representative of the Common Foreign and Security Policy of the European Union and the then Prime Minister of Israel Ariel Sharon in early

  • 2004. He is also thanked by Sharon for having come to sign the agreement.

98 What do Others Say?

The first slide shows the EU in blue and its European Neighborhood Policy countries in dark Green. The European Neighborhood project is generally though of as for those countries never expected to become part of the EU proper. Turkey is shown in aqua because the EU while having a variety of agreements with Turkey that might be similar and fall under the umbrella of the European Neighborhood Project they do not wish to offend the sensitivities of Turkey which is a candidate country for the EU proper. The comment to the left is from Chris Patten now serving as Chancellor of Oxford. He had served in the past in the EU and British governments. Slide two is a commentary from a Foreign affairs magazine noting how the ENP strengthens the previous agreements.

99 What do They Say?

The European Union held a conference during the first year of the European Neighborhood Policy strengthening under that title. The Foreign Ministers from each of the countries who had signed it were invited and they met with the Foreign Ministers of all 27 EU member states as well. The strengthened European Neighborhood Project was called officially on the documents “The European Neighborhood Policy Instrument”. The Jerusalem Post article quoted Javier Solana as the HR for CFSP Secretary General of EU, Secretary General of the 10 permanent Members of the WEU stating “The European neighborhood Policy was designed later to develop the Barcelona process and assist us further in this Partnership…where our main objective is to create a common area of peace.

Speaking before a conference where he was the receive the “Man of the Year Award” from a Polish newspaper Javier Solana stated “The Neighborhood policy will engage significant resources: the offer of a stake in the internal market plus €15 billion in grants for the period 2007-2013. This is double the figure for 2000-2006. It will also involve a substantial ‘thickening’ of our dialogues, involving nearly all aspects of public policy.” Javier Solana

100 What does “it” (The Instrument) say?

We need to take a look at the European Neighborhood Instrument. We have heard reference to it by

  • thers but it is essential to have a look at the document itself. The document itself is called an
  • Instrument. Some have stated that this document is unlikely to be important because it is called an

“Instrument”. I would point out that Benjamin Franklin at the end of the Constitutional Convention back in 1783 made a plea for the delegates to accept the “INSTRUMENT” flawed though it might be because it was likely as good as any they were ever to arrive at. The Instrument was accepted and passed vote as the new Constitution of the United States. There are a number of different terms that can be used for an agreement. These include the following: Pact, Compact, Covenant, Treaty, Charter, Concordat, Contract, Convention. The very existence of any agreement between Israel and the EU should cause all prophecy watchers sit up and take

  • notice. For such a document to have the seven year duration of the treaty also on the cover should

send chills down the back of any Christian. It should not be met with a yawn. This is the only such document in world history and at least five recent generations have been looking for such a seven year treaty. What does the European Neighborhood and Partnership Instrument actually say? It is an agreement not only will all of the other involved nations and the EU but specifically with

each nation itself. Here is the front page which shows the concord with Israel. We also see that while the pact is not specifically and uniquely about peace in the middle east it is a major concern and this is expressed on pages 2,3 and 6. Next we see the compact runs for seven years and has a midpoint review. Importantly, we see that the covenant runs for exactly seven years!

101 Who confirmed the Instrument (pact,compact,agreement,concord,covenant?)

The EU and all of the nations of course. Which people signed the pact? The answer is a lot of people. The European Union has a fairly diffuse leadership structure such that even President Rompuy of the current EU Council is stating the problem will need to be solved if decisions are to be made effectively and efficiently. With this particular compact we would have expected the President of the EU Council as well as the Secretary General and the HRCFSP to have signed the instrument. I have not found a signed document nor statement designating the signature. It has been common practice for the HRCFSP as essentially the foreign minister to sign such documents and we know this to be true for the European Neighborhood document when Javier Solana visited Israel in January 2005 and met with Prime Minister Ariel Sharon. We have a picture of Javier Solana at the EU Council meeting of October 2006 at which the European Neighborhood Instrument was initiated. Javier Solana has been an important figure in EU diplomacy since 1993. He has been party to and likely signed all of the covenants between Israel and the EU of any significance over that time period.

102 Peace in Our Time

The European Union has been a significant actor in the search for peace in the world and specifically in their region of the world. They have not yet been able to ride in on a white horse and settle all of the conflicts but they have been helpful. They are taking on ever more ambitious tasks and risks for peace. We see the many meetings that the EU leadership has been involved in over the years searching for peace in its neighborhood and in the middle east as well.

103 Binding nations in the search for Peace

The European Union began to be active even before it was the European Union. The Madrid Peace conference educated the Spanish diplomatic community to the needs of Peace in the middle east and its diplomats have been active since those days. Javier Solana has been tireless in his search for a peace settlement. The European Jewish Press is seen quoting Javier Solana saying that Israel will always be a strategic partner. The next slide shows that he has met with all recent Prime Ministers of Israel.

He was involved with the Mitchell committee of the early part of this decade and the picture shows was central in that process. This unique form of group hand shake we have seen before at the signing of the agreement with Yeltsin in 1997 which allowed the peace keeping community of NATO to expand eastwards. In both pictures Solana was the center person. This suggests a high level of political charisma to be able to be central among such other political luminaries. He was involved with the earliest of the quartet meetings. The picture is from the UN during its’ 60th anniversary. The quartet consists of the USA, EU, Russia and the United Nations.

104 Guaranteeing the Peace, Securing the Peace

The European Union has been ready to help in Peace keeping around its world with more than just the negotiating words of diplomacy but is ever more willing to takes steps on the ground to secure the peace. The EU parliament has debated the need to be prepared to assist when peace may someday be at hand. The second slide shows that the EU already has peace keeping forces in modest numbers at several border sites and in Lebanon helping to be a force of calm. They are helping to train police officers in the West bank. These could be helpful in stopping the religious disturbances that every now and then arise on the Temple Mount.

105 Forcing the Peace and a Force for Peace

The WEU in December 2009 published a report calling for forcing the peace if after it was proven that Israel and the Palestinians were unable to do so. This was similar to the position expressed by its leader Javier Solana the Secretary General of the WEU in July of 2009.

Sympathy with this position has been hinted at by the EU parliament,the United Nations and even the USA in recent months. The Palestinians have called for this position as well. The EU may someday be allowed to force the peace as a force for peace in the future. The world is fatigued by 60 plus years of searching for peace in the middle east. All in God’s Timing of course some might say.

106 A Prince of a Man for Peace

Javier Solana has been one of the principle men working for peace on the world scene for many years. One might even say he has been has been a prince of a man for peace for many

  • years. He has received multiple recognitions for this quest for peace.

He has been presented with the Carnegie Wateler Peace Prize as well as the Peace through Dialog award. He is here seen with the Queen of Belgium. In addition even the little children of the world have recognized his efforts and he received the World Children’s Parliament Peace Award in2008 Javier Solana appears to be on board with the leadership of President Barak Obama who received the Nobel Peace Prize in 2009. Javier Solana as the top diplomat of the European Union at that time acknowledged the great hopes he and the world had in the new President of the United States. Barak Obama while not a member of Global One as is Jimmy Carter and Javier Solana nevertheless took the first step recomended by that new organization on the world scene. He negotiated with Russia a treaty to decrease the numbers of nuclear weapons these two nations have which threaten the peace

He was made Minister for Foreign Affairs on 22 July 1992, the day before the opening of the II Ibero-American conference of heads of state in Madrid, replacing the terminally ill Francisco Fernández Ordóñez. On 27–28 November 1995, while Spain held the Presidency of the Council of the EU, Solana convened and chaired the Barcelona Conference. A treaty was achieved between the twenty-seven nations in attendance with Solana gaining credit for what he called “a process to foster cultural and economic unity in the Mediterranean region”. It was during these thirteen years as a cabinet minister that Solana’s reputation as a discreet and diplomatic politician grew. By going to the foreign Ministry in the later years of González administration he avoided the political scandals of corruption, and of the dirty war allegedly being fought against ETA, that characterised its last years. Towards the end of 1995, Solana – the only surviving member of González’s original cabinet – was talked about in the press as a possible candidate to replace him and lead the PSOE in the following March elections. Instead, he made the leap to international politics. During and after his spell as NATO secretary general (see below) Solana continued to play an active role in PSOE and Spanish politics. In June 1997, at the 34th PSOE Congress, Solana left their Executive Commission and joined their Federal Committee, being re-elected in second place three years later. By supporting Colin Powell’s 5 February 2003 speech to the UN Security council which claimed that Iraq had WMD’s[citation needed] Solana contradicted the position of his party leader José Luis Rodríguez Zapatero, who opposed the PP government of José María Aznar’s support for the invasion of Iraq. Solana is seen, along with González, as representing the older wing of the

  • party. On 15 February 2005 he criticised the Plan Ibarretxe for its position on Basque Country

independence, saying that its call for separate Basque representation within the EU had no place within the proposed EU constitution.

[edit]NATO On 5 December 1995, Solana became the new Secretary-General of NATO, replacing Willy Claes who had been forced to resign in a corruption scandal. His appointment created controversy as, in the past, he had been an opponent of NATO. He had written a pamphlet called 50 Reasons to say no to NATO, and had been on a US subversives list.] On 30 May 1982 Spain joined NATO. When PSOE came to power later that year, Solana and the party changed their previous anti-NATO positions into an atlanticist, pro-NATO stance. On 12 March 1986 Spain held a referendum on whether to remain in NATO, with the government and Solana successfully campaigning in favour. When criticised about his anti-NATO past, Solana argued that he was happy to be its representative as it had become disassociated from its Cold War origins. Solana immediately had to deal with the Balkans NATO mission Operation Joint Endeavour that consisted of a multinational peacekeeping Implementation Force (IFOR) of 60,000 soldiers which took over from a United Nations mission on 20 December. This came about through the Dayton agreement, after NATO had bombed selected targets in Bosnia and Herzegovina the previous August and September. He did this by deploying the Allied Rapid Reaction Corps (ARRC). In December 1996 the ARRC was again activated, with IFOR being replaced by a 32,000-strong Stabilisation Force (SFOR) operating under codenames Joint Guard and later Joint Forge. During Solana’s term, NATO reorganised its political and military structure and changed its basic

  • strategies. He gained the reputation of being a very successful, diplomatic Secretary General who

was capable of negotiating between the differing NATO members and between NATO and non- NATO States. In December 1995 France partially returned to the military structure of NATO, while in November 1996 Spain joined it. On 27 May 1997, after 5 months of negotiations with Russian foreign minister Yevgeny Primakov, an agreement was reached resulting in the Paris NATO-Russia Founding Act. On the same day, Solana presided over the establishment of the Euro-Atlantic Partnership Council to improve relations between European NATO and non-NATO countries. (March 2008)Keeping the peace in the former Yugoslavia continued to be both difficult and controversial. IFOR and SFOR had received a lot of criticism for their inability to capture the Bosnian Serb leaders Radovan Karadžić and Ratko Mladić. In late 1998 the conflict in the Serbian province of Kosovo between the Yugoslav authorities and the Kosovar Albanian guerilla Kosovo Liberation Army deteriorated, culminating in the Račak incident on 15 January 1999, in which 45 Albanians were killed. NATO decided that the conflict could only be settled by introducing a proper military peacekeeping force under their auspices, to forcibly restrain the two sides. On 30 January 1999, NATO announced that it was prepared to launch air strikes against Yugoslav targets. On 6 February, Solana met both sides for negotiations at the Château de Rambouillet, but they were unsuccessful. On 24 March, NATO forces launched air attacks on military and civilian targets in Yugoslavia. Solana justified the attacks on humanitarian grounds, and on the responsibility of NATO to keep peace in Europe and to prevent recurrences of ethnic cleansing and genocide similar to those which

  • ccurred during the Bosnian War (1992-1995).

On 23–24 April, the North Atlantic Council met in Washington D.C. where the Heads of State of the member nations agreed with the New Strategic Concept, which changed the basic defensive nature of the

  • rganisation and allowed for NATO intervention in a greater range of situations than before.

On 10 June, Serbian forces withdrew from Kosovo, and NATO stopped its attacks, which ended the Kosovo War. The same day UN Security Council Resolution 1244 authorised NATO to active the ARRC, with the Kosovo Force launching Operation Joint Guardian and occupying the province on 12 June. After leaving NATO, Solana took up a role in the European Union. Earlier in the year, on the 4 July 1999, he was appointed by the Cologne European Council as Secretary-General of the Council of the European Union. An administrative position but it was decided that the Secretary-General would also be appointed High Representative for the Common Foreign and Security Policy (CFSP). In this role he represented the EU abroad where there was an agreed common policy. He took up the post

  • n 18 October 1999, shortly after standing down from NATO. The post has a budget of €40 million,

most of which goes to Balkan operations. From 25 November 25 November 1999 he was also appointed Secretary-General of Western European Union (WEU), overseeing the transfer of responsibilities from that organisation to the CFSP. In 2004 his 5 year mandate was renewed. He has also become president of the European Defence Agency. The Clinton administration claimed in May 2000 that Solana was the fulfilment of Henry Kissinger’s famous desire to have a phone number to talk to Europe. In December 2003 Solana released the European Security Strategy, which sets out the main priorities and identifies the main threats to the security of the EU, including terrorism. On 25 March 2004 Solana appointed Gijs de Vriesas the anti-terrorist co-ordinator for the CFSP, and outlined his duties as being to streamline,

  • rganise and co-ordinate the EU’s fight against terrorism.

On 29 June 2004 he was designated to become the EU’s first “Union Minister for Foreign Affairs”, a position created by the European Constitutional Treaty combining the head of the CFSP with that

  • f theEuropean Commissioner for External Relations. It would give a single voice to foreign policy

and combine the powers and influence of the two posts with a larger budget, more staff and a coherent diplomatic corps. The position (colloquially known as “Mr. Europe”) has been partly maintained in the Reform Treaty as High Representative of the Union for Foreign Affairs and Security Policy, but Solana is not going to take the post as he announced that he would step down at the end of his term. [Foreign affairs Solana with Colin Powell in April 2003 He has negotiated numerous Treaties of Association between the European Union and various Middle Eastern and Latin American countries, includingBolivia and Colombia. Solana played a pivotal role in unifying the remainder of the former Yugoslavian federation. He proposed that Montenegro form a union with Serbia instead of having full independence, stating that this was done to avoid a domino effect from Kosovo and Vojvodina independence demands. Local media sarcastically named the new country “Solania”. On 21 January 2002 Solana said that the detainees at Guantanamo Bay should be treated as prisoners of war under the Geneva Convention. The EU has stated that it hopes to avoid another war like the Iraqi invasion through this and future negotiations, and Solana has said the most difficult moments of his job were when the United Kingdom and France, the two permanent EU Security Council members, were in disagreement. The so-called Vilnius letter, a declaration of support by eastern European countries for the United States’ aim of régime change in Iraq, and the letter of the eight, a similar letter from the UK, Italy, and six second-tier countries, are generally seen as a low-water mark of the CFSP. Solana has played an important role working toward a resolution to the Israeli-Palestinian conflict, and continues to be a primary architect of the “Road Map for Peace,” along with the UN, Russia, and the United States in the Quartet on the Middle East. On 22 July 2004 he met Ariel Sharon in

  • Israel. Sharon had originally refused to meet Solana, but eventually accepted that, whether he liked

it or not, the EU was involved in the Road Map. He criticised Israel for obstructing the Palestinian presidential election of 9 January 2005, but then met Sharon again on 13 January. In November 2004 he assisted the United Kingdom, France and Germany in negotiating a nuclear material enrichment freeze with Iran. In the same month he was involved in mediating between the two presidential candidates in the post-election developments in Ukraine, and on 21 January 2005 he invited Ukraine’s new President Viktor Yushchenko to discuss future EU membership. Solana is married to Concepción Giménez, and they have two adult children, Diego and Vega. He lives in Brussels, where his apartment has a reputation of being a focal point for Spanish politicians

He is likewise active in the Foreign Policy Association (FPA) as well as the New York City based East West Institute. In March 2010, Dr. Solana became honorary president of the Centre for Humanitarian Dialogue. He is a Knight of the Order of St Michael and St George, a member of the Spanish section of the Club of Rome. He has received the Grand Cross of Isabel the Catholic in Spain and the Manfred Wörner Medal from the German Defence Ministry. He has been President of the Madariaga – College of Europe Foundation since 1998. He received the Vision for Europe Award in 2003. Also in 2003, he received the ‘Statesman of the Year Award’ from the EastWest Institute, a Transatlantic think tank that organizes an annual Security Conference in Brussels. In 2006 Solana received the Carnegie-Wateler peace prize. He has also been awarded the Charlemagne Prize for 2007 for his distinguished services on behalf of European unification. In December 2009, Javier Solana joined ESADE Business School as President of its new Centre for Global Economy and Geopolitics. In January 2010, King Juan Carlos I appointed Javier Solana the 1,194rd Knight of the Order of the Golden Fleece for his career in diplomacy. Various newspapers have lauded Javier Solana. He is truly a great man by all standards of the world. These articles show that some felt “he moved heaven and earth to create a EU foreign policy with the political legitimacy of being a representative of the 27 member states. Another states he has grown in the job such that while Europe is an economic giant it is still a political dwarf but that now Javier Solana dwarfs them. Exactly what they are trying to say is hard to be sure but the cartoon that came with article seems to get the point across. Another article states he was even considered to be President of the newly created EU after the Lisbon Treaty. It that is true he still has allies in the EU who might still think so and in a crisis call for his aid.

I suppose George Washington was held in such high esteem in his day that he might be able to have been introduced as the living embodiment of the United States. I suspect he would have felt uncomfortable with the title. For Javier Solana I would say it qualifies him to be thought of as a modern day prince of Europe.

Solana would simply retire. He was over sixty-five and so retirement was to be expected. He announced his retirement in July 2009. 117 What are the Odds?

In the mid years of the last decade some of the major leaders of the prophecy sub culture of Christianity also saw the possible importance of the WEU. They noted that it had ten nations and found it unlikely to be a chance event. Nevertheless their dogmatic adherence to the principles of a pre-seven year rapture did not allow them to see ANY seven year treaty in the world as of significance prophetically. They have an adherence to the concept of imminence ahead of all of the

  • ther principles of prophetic interpretation. They believe that Christ may come at any moment and

so there cannot be a precursor event that would have prevented Christ from having returned years

  • before. Others think they should see the seven year agreement prior to the rapture of the church and

so Christ cannot come back until there is such a treaty. It follows then that Christ cannot return at ANY moment. I suggest each point of possible prophetic interpretation is but one possible piece of

  • puzzle. It is wildly irritating to critics of prophecy study that there exists such variability to the

possible interpretations. It is because of this that they state that it is a game in which the theories are simply reworked for each new generation. Relatively few will look at the field with enough care to be able to see that there are a few theories which have consistent points allowing for a consensus view to emerge. What I have presented in this study is one of the theories with a consistency such that secular authors have been able to write about it. I have used the book ” When Time shall be no More” as an excellent source because the author states what the consensus view was in 1994. The whole area of study has become a cottage industry in Christianity with authors of variable degrees of education and common sense writing and publishing their own twist or turn on what they see. This is both good and bad. It is good in that much of the seminaries of the world have ceased to consider it an important area of study and these individual writers provide a needed function. It is also good because individual Christians have an individual responsibility to God and themselves to look for

  • themselves. Christianity benefits from education and ecclesiastical professionalism but the Christian

faith is based on the individual responsibility of all believers to pray, study and stand before God on their own. The Roman Catholic Church as well as the more educated elites of the other denominations have as a matter of human nature and even Church policy warned against and sometimes warred against the individual responsibility of the lone Christian to study, preach and write independently. John Bunyan who wrote Pilgrims Progress spent years in prison because the Anglican Church warred against his right to preach alone. Herb Peters who wrote his book Recommendation 666 would be considered one of these individual writers who wrote about what he saw. It appears unlikely that a professor at any of the seminaries of the world would have had the courage to write the book. Once again freedom of the press has been shown to be an essential part of a Christian society. The theory of the book Recommendation 666 will be discussed in an upcoming portion of this presentation. My presentation as a whole is very similar to what Herb Peters presented. The most important point of this whole presentation may be that even if it turns out to be wrong it has become important to warn that the professional Christian world is not watching and likely will not recognize the prophetic signs and their fulfillment whatever they maybe and whenever they occur. The true Christian must be willing to watch alone. In whatever century Christ does return it will likely be individual Christians alone and in small groups who simply take it seriously to watch. I hope of course to be numbered among those ones who are faithful. This point is also only partially correct. For in fact across the United States and the world there are millions of Christians who are watching. They are simply not organized solely within one

  • denomination. In China the strength of the home Church movement has been predicated on the

belief that this is likely the terminal generation. Right or wrong the perpetual and blessed hope of the return of Christ adds immediacy and strength to the Christan faith. The writers who are featured in this slide have not reported on the ENPI seven year treaty because it is their belief that any seven year treaty cannot be of importance if Christians are here to see it . They expect to be “raptured” and viewing the events of that “week” of prophecy from heaven. I argue that the rarity of seven years treaties in the history of the world makes it worth reporting. It is the confluence of all these events that makes it worth reporting. Herb Peters was a Christian who had been led to faith in part because of his interest in biblical prophecy and his suspicion his generation might see the return of Christ. The book ” The Great Late Planet Earth” by Hal Lindsey had a part in his conversion. Watching prophecy potentially unfold became an interest and when in the 1990′s an opportunity to write a local religion column in a newspaper came his way it was only natural that the occasional article on world events in the light

  • f biblical prophecy would be written by him. He became facile with the use of news sources and

began to find things others who were not watching carefully did not see. This was before the days

  • f ready access to the internet. In the mid 1990′s when it became clear that the WEU had added

Greece as its tenth member he became interested. He asked himself was it possible this was the ten horns or ten kings or ten toes spoken of in the Bible? If so it was important to watch. He and others also became interested in a man by the name of Javier Solana who had been a leader of NATO but then transferred to the WEU. This dynamic leader had put NATO on track for a huge enlargement and so also the WEU. The details of this WEU expansion have been discussed earlier in this series. During a time in which he was pondering all of this and wondering if he was going down the correct pathway he decided to pray and fast. During that time of peace that comes after one has placed his concerns before the Lord in a timely fashion he looked over at the teletype news reports to see Recommendation 666 coming off the wire. Recommendation 666 was one of more than a thousand recommendations the WEU would make in its historical life and this one called for the transfer of crisis management which had resided in the leadership of the ten full members of the WEU Council and its Secretary General to be transfered to a mirror council in the EU and for the Secretary General and new High Representative of the Common Foreign Security Policy to to

  • versee these crisis management powers. Crisis management powers in the case of a military

alliance essentially means the power to wage war or at least respond quickly in a crisis that might be leading to war. In the same general time frame the EU planned to appoint a new Secretary General and High Representative with a strong political profile. This was document 666. Javier Solana received all three positions. He was triple hatted. Over the next ten years he helped extend the development

  • f the military powers of Europe as a Defense Agency, defense procurement agency, Defense

college and Satellite system came into existence. After having organized and led NATO in Europe as its Secretary General he became the most experienced and knowledgeable man concerning defense in Europe. Was Herb Peters correct to see these two documents both labeled 666 as important? Possibly in that these were the essential position that might someday define the political platform or seat of the

  • Antichrist. He was careful not to say that Javier Solana was the Antichrist but there was no getting

around that Javier Solana was the first man to hold the position. Over time others saw possible connections to the notorious number and Javier Solana. Were they important or was this simply a case of recognition bias? Recognition bias may be explained with an

  • example. If you purchase a pink Volkswagen then over the next weeks you start to recognize all of

the other pink Volkswagens driving past you whereas in the past you would not have done so. You will have to be the judge for yourself. We will discuss some of these other 666 sightings in the next slide.

Some suspicious, quirky and possibly warning 666 sightings have ocurred over the years as related to the number 666 and Javier Solana. This one is from the 60th anniversary of the UN where one can see the posters of the celebration on the wall. It was one of the first meetings of the quartet. The zero’s of the number 60 are comprised

  • f the global symbol of the UN. (That in of itself might mean something to the very

impressionable). In any case the zero’s are obscured by the globes and the flags. Why not call anyone in the picture the possible Antichrist? If you have read this presentation you know why not. The 666 page of a book “The Clinton Years” highlights Solana on page 666.

Gold was at 666.000 on July 14, 2007 the first day the EU armies marched as one unit down the streets of Paris in a Bastille day Parade. It was also the week the EU was called the world’s first non-Imperial empire and July 14, was also Javier Solana’s birthday. The person who spotted this

  • ne had that week prayed for insight at a prayer meeting as to whether this theory about Javier

Solana was correct. He interpreted it to mean ”yes” and also that the battle for world economic hegemony was underway. Since then ever increasing stresses on the world’s current economic system have appeared and some have called for replacing the dollar as the world’s reserve currency. Is the number 666 to be looked for at the onset of momentous events related to this person such as receiving new political powers? Is it simply confirmation bias? You are the judge.

For those who think this is easy either way either to be discarded as a theory or embraced wholeheartedly then please read” The Silver Chair” by C.S. Lewis. Here is a summary of the central drama of the story: An evil foreign queen has captured by her great beauty the young prince of a local realm she has plans to conquer and to rule. She has cast a spell upon him and he no longer during the day remembers his past. Only at night does he remember and come to his senses. The queen however makes sure he is always bound hand and foot to a silver chair during the night and his unaided escape is impossible. Called into the world magically by Aslan the Great Lion (aka God) four young children who in their home world are regular school children now enter the new world where they are princesses and princes in the land of Narnia. They are given the task of finding and freeing the Prince but finding , following and interpreting the signs is harder than they had expected. The first three signs are missed by laziness or some degree of unbelief. The last sign is discovered in the dead of night when the prince in his right mind calls out the to the children to free him. Just hours earlier he had told them that which during the day he believes which is that he is always bound at night because he loses his mind and is dangerous to others. The four children had promised to not untie the Prince no matter how cajoling his persuasions might be. They had been told to fear for their lives should he be released. They had also promised Aslan that who ever gave them the sign would be the one they were seeking to aid. Caught on the edge of a dilemma they debated the problem and know they must act quickly before the evil Queen returns to the castle. What was their choice? What would you really have done in their place? How does this relate to todays “signs”?
