Instrument Nuclear Safety Cooperation (INSC): Council Regulation of 13/12/2013

• After TACIS (1992-2006) and INSC (2007-2013), the INSC 2014-

2020 with € 225 million for:

• Promotion of nuclear safety culture including EP&R (45% of the budget)
• Safe management of radioactive wastes (40%)
• Nuclear safeguards in third countries (10%).
• "priority should be given to accession countries and countries in the

European Neighbourhood Area" : 16 of EU's closest neighbours:

Algeria +, Armenia *, Azerbaijan, Belarus*, Egypt*+, Georgia*, Israel, Jordan*+, Lebanon+, Libya+, Moldova, Morocco*+, Palestine +, Syria+, Tunisia+ and Ukraine*. (*: bilateral coop.) (+: ANNuR member)

Bilateral projects with ANNuR members

• Egypt, Jordan are at varying stages in the development of nuclear energy. In parallel, strong, able and

independent nuclear regulatory authorities are being established and underpinned by appropriate legislative provisions. Cooperation with, and transfer of knowledge and experience from, regulatory bodies in the EU will facilitate these developments. –Egypt

• Egypt has taken the strategic decisions to develop a nuclear power programme. The construction site is

at El-Dabaa on the Mediterranean shore.

• Cooperation with Egypt began in late 2009. The second project for Egypt was completed in June 2017.

A third project is under discussion. –Jordan

• Cooperation with Jordan began in early 2010. The third project is ongoing.

–Iraq

• Iraq is supported in its radioactive waste management, including regulatory aspects. A first project,

which is specific for the regulator, started in 2015. –Morocco

• A second cooperation project with the NRA started beginning of 2017.

Training & Tutoring : the initiative's goals.

• The main goal of T&T is to provide post graduate professional education to

expert staff at nuclear regulatory authorities (NRA) and technical support

• rganizations (TSO) from non-EU countries. This cooperative activity is

designed to support their efforts to become self-reliant

• in executing their tasks and responsibilities.
• T&T activities cover the different responsibilities
• and functions of a NRA/TSO.
• Another specific aim is to strengthen local
• organizations and to promote
• multilateral cooperation on a regional scale.

management and decision making"

T&T: regional training course

• 5-RTC – “EU Acquis, legal & regulatory framework, regulatory role &

responsibility for the nuclear and radiation safety”

• 10-14 September 2018 with 21 participants.
• RTC as "Nuclear Research Reactor Safety" (11-15 September 2017 - Rabat,

Morocco).

• Members of ANNuR from North Africa as welcome to participate to RTC in Africa
• Other Regional training courses planned in Morocco in 2019.

• A regional approach with local lecturers and organizations is promoted.

Regional trainings are now organized with a focus on: EU's neighboring countries, SE Asia and Africa.

• Define the needs
• At the start, the contractor contacts the partners to update a National Training

Plan which contains the needs, the previous trainings, the training schedule and future course content.

• Selection of candidates
• Implementation
• Candidates receive certificates and for many courses have to pass an exam.

Conclusions

• More than 2000 trainees of which at least 123 from

ANNuR;

• Continuation of the cooperation;
• Bilateral cooperation with 4 members of ANNuR;
