CULTURAL RESOURCES GUIDANCE

  • Consider the design of the new bridge as an integral part of a two-bridge conceptual unit.

Within that unit, the historic bridge is a “fj rst among equals” and is considered the more signifj cant structure of the two. It was there fj rst.

  • The new bridge is not a stand-alone structure and should not be a design “statement”

, “gateway” or a “signature bridge.”

  • Any new construction should not destroy historic materials, features, or spatial

relationships that characterize the historic bridge. This could apply to the abutment areas where the new bridge is in very close proximity to the historic bridge.

slide-4
SLIDE 4

Winona Bridge Visual Quality Review Committee Meeting 4 Slide 4

CULTURAL RESOURCES GUIDANCE

  • The new design and construction should be difg

erentiated from the historic bridge -- i.e., no replicas, no “mimicking” any historic elements – BUT –

  • The new design and construction should be compatible with the historic bridge and its

materials, features, size, scale and proportion, and massing.

  • The new bridge should not compete with the historic bridge or diminish the design stature
  • f the historic bridge.
  • Height is an issue, and the new bridge should not have strong or exaggerated vertical

elements that compete visually with the historic bridge.

  • Ornamentation, particularly attached or applied ornamentation, on the new bridge should

be minimal. This can be assessed on a case-by-case basis and may be a diffj cult issue in terms of public art and symbolic features.

CRAFTING A VISION

What is your “vision” for the project? What community values should be embodied in the project design?

slide-28
SLIDE 28

Winona Bridge Visual Quality Review Committee Meeting 4 Slide 28

CRAFTING A VISION

What purpose does a “Vision” serve?

  • Helps Outline Priorities
  • Establishes Themes for Emphasis
  • Creates a Sense of How the “Pieces” Will Fit Together
  • Assists in Developing Consensus

CRAFTING A VISION

Discussion

The Winona Bridge Project should ref ect the current era while respecting the past. The existing bridge is a visual icon for the city, and so the new bridge should defer to its prominent visual

  • presence. The new bridge should celebrate the river’s natural beauty and the cultural history
  • f Winona that is intertwined with the river. Together, the two bridges should symbolize a

welcoming gateway to beauty, culture, and prosperity.
