  • The Support Hub brings key professionals together to facilitate early, better quality

information sharing and decision making to work together to improve a person’s situation.

  • This is simply a forum where cases are discussed and actions agreed. The

advantages of this arrangement cited by reviews elsewhere (Home Office 2014) is that the professionals are working together and establish relationships which leads to trust amongst the partners. It is these relationships and trust which foster the best

  • utcomes for the individuals being discussed.
  • The Support Hub itself is firewalled where representatives from participating

agencies can raise concerns about individuals who are not already at intervention

  • thresholds. Agencies can get a more complete picture which allows them to identify

needs and risks earlier.

  • It facilitates early intervention to reduce vulnerability and improve a person’s
  • wellbeing. All agencies will work together to ensure the best outcome for an
  • individual. Agencies can pool resources, community contacts and work in

coordination.

What is a Support Hub?

  • Currently within PSNI we mainly operate events based

policing - largely reactive. We are dealing with individuals and families with multiple complex needs requiring multiple agencies and multiple interventions with little appreciable progress.

  • The Support Hub does not replace the existing protection

and investigatory functions within the PSNI and partner

  • agencies. In the event of a child protection or safeguarding

issue being discovered, it will be referred to the most appropriate department as soon as possible in line with current arrangements. In the event that an immediate risk is identified at the Support Hub – it will be referred as soon as possible and mitigating safeguarding actions implemented.

Examples from the Concern Hub

Repetitive calls from a suicidal female from rural location, focussed on weekend nights. Caller engages well with police, but not other agencies. Usually ties up x 2 officers for duration of both nights. Referral to Concern Hub which encourages early engagement every weekend with this lady; an NPT officer will call out and speak to her in person. Suicidal calls from her have reduced and NPT officers are working with her to connect her to a befriending scheme.

Examples from the Concern Hub

Male, mid 30s, repeat victim of ASB and Hate Crime. Additional vulnerabilities re self harm and alcoholism. Referred to Concern Hub – now engaged with Mental Health Support Services and Community Safety Wardens. Referrals made to other agencies for assistance, repair work to house carried out and local schools carrying out an anti-ASB initiative. Prior to involvement in Concern Hub – 16 calls in 2016. Since referral – 1 call received.
