Waiver Redesign Progress: How did we get here?

Unbundling Residential Habilitation

2012

The Department began collaboration with The Community Living Advisory Group (CLAG)

2013

The Waiver Redesign Workgroup was formed Person-Centered System Analysis began

2014

The Workgroup collaboration with the CLAG began The CLAG Developed their Recommendations HCBS Settings Rule

2015

The Workgroup developed the Summary & Recommendation Report The Department held various Statewide Stakeholder Meetings HB15-1318 was signed into law

2016- 2017

Program Development & Evaluation Unit was formed Waiver Implementation Council (WIC) was formed Currently, the Consolidated Waiver Development is in process 12

Residential Habilitation

Current Work: Forecasting utilization of proposed unbundled Residential Habilitation waiver services. Contractor: Pacific Health Policy Group

  • Conducted a survey of Residential Habilitation service

providers to ascertain the utilization of micro services.

  • The results of this work will inform the cost estimates

and policy decisions specific to Residential Habilitation (Personal Support Services and Health Maintenance) in the Redesigned Waiver.

Future of WIC Meetings Discussion

  • The Civic Canopy’s last day is on June 28th
  • The WIC has reviewed all of the Service Coverage Standards initial drafts.
  • The DIDD Waiver Redesign Team needs time to work over the summer to incorporate

all of the WIC feedback.

  • The waiver submission date is currently January 1, 2018. It is likely that this date

will be pushed back.

  • In the meanwhile the online forum will still be operational and we encourage WIC

members to ask questions, have discussions, and review the Service Coverage Standards as we will be updating and posting updated drafts of the service coverage standards on the forum as they are completed.

  • The online forum contains the change log identifying items of WIC input, how we

addressed each item and highlighting how we applied them to the service and coverage standards.

  • Thank you for your time and dedication over the last year to this very important work!
  • Stay tuned for next steps.
