We are impartial

  • The Planning Inspectorate (PINS) is an agency of Department of

Communities and Local Government (DCLG)

  • PINS project team provides advice to communities, applicants

and others about how to take part in the process and supports the decision makers (Examining Authority) in the running of the examination

  • Examining Authority Panel members are vetted for conflicts of

interest before they are appointed

You need to register to take part in the examination

  • Register a relevant representation to become an “Interested

Party” – special status

  • Easiest way to register is to complete a form online via our

website, on the Thames Tideway Tunnel project page.

  • Your relevant representation can be a list of your main points –

you can provide a more detailed representation at a later date if you want to.

The examining authority will be appointed shortly

  • Panel of up to 5 Examining Inspectors will be appointed after the

close of the registration period – known as the “Panel”.

  • Examining Inspectors are appointed according to their expertise

and availability – interested parties will be informed directly about their appointment

  • All communication with the Panel must be in public, either in

writing or at hearings

Relevant Representation Form

  • 1 form per named individual – can’t

register as husband and wife or as a family

  • Can register as a group of residents
  • Interest in land
  • Mailing preference
  • You must provide a summary of your

views (recommended no more than 500 words)

  • If posting send the completed form to

us (NOT the Council) by the deadline

Whose views are you representing?

  • You can register both as an individual and on behalf of another

person or interest group.

  • If you are making your views on behalf of an interest group you

may be asked to provide information about its membership and how it is constituted.

  • The Examining authority will ask you in what capacity you are

presenting written and verbal submissions – you need to be clear about this.

Why do I need to fill in a form?

  • Required in legislation
  • Provides us with all the information we need to be

able to administer the application process

  • Allows the Panel members to make an initial

assessment of what they consider the principal issues to be.

How will you use my personal details?

  • Your contact details w ill not be published online, nor your

signature (avoid using your signature).

  • Be careful about mentioning the personal details of 3rd parties

such as neighbours in any representations you make.

  • This is a public process and you should be mindful that what you

write in any representation will be published on our website and made available in paper form at designated “deposit” locations.

What if I don’t fill in the form?

  • Your participation in the examination will be at the Panel’s

discretion – written representations and hearings

  • You will not be invited to the Preliminary Meeting
  • You will not be informed directly about the examination

timetable or any procedural decisions made by the Panel during the examination

  • Email / internet is quicker, more convenient and easier for you and us
  • Paper relevant representation forms are available on request by calling
  • ur helpline (0303 444 5000)
  • Paper forms will be allocated a reference number specific to you - your

name and address details will be filled in before the form is sent to you.

  • Paper copies of all the application documents and representations made

at the examination will be made available at the deposit locations.

Effective ways to participate

  • Consider forming a group with neighbours or others with the same views as you.

Nominate a spokesperson(s).

  • It is not necessary to read the whole application – site specific sections / topics
  • Read the examination timetable and keep up to date with the progress of the

examination regularly online or by visiting one of the deposit locations.

  • Keep written submissions concise and to the point.
  • Stick to any agenda issued by the Panel in advance of any hearings – the Panel

will control the proceedings.

  • Hearings are intended to supplement the written process, not an opportunity to

make speeches.

What happens during the examination?

  • Interested Parties can make a written representation or rely on their

relevant representation.

  • Interested Parties can comment on others’ representations.
  • Interested Parties can respond to written questions posed by the Panel.
  • Interested Parties can request that an Open Floor Hearing is held.
  • Interested Parties can attend and speak at Open Floor or Issue Specific

Hearings
