  3. The Future of the TMO Andrew Taylor Interim General Manager

  4. What has happened recently? • Housing services handed back to the Council • TMO staff transferred under TUPE arrangements and are now Council employees • TMO appointed Interim General Manager • TMO reviewed and agreed its future purpose

  5. What is the role of the TMO? The TMO has one main purpose…. To support and answer to the Grenfell Tower Inquiry, Police investigations and other legal processes for as long as is necessary.

  6. The challenge for the TMO? The TMO has two challenges: A practical one – the rules of the company are based around an agreement (MMA) with the Council to deliver housing services A legal one – the current arrangements and the TMO come to an end once new housing management arrangements are agreed.

  7. What is the plan? 1. Explain the challenge to TMO Members (Letter on its way this week) 2. Share a draft proposal for comment (Further letter later in July) 3. Finalise proposals 4. A Special General Meeting arranged for September to agree proposals 5. Implement changes agreed

  8. The principles we will adopt 1. Focus on the new purpose 2. Be open about the challenge 3. Engage about the solution 4. Adopt good governance 5. Make necessary changes only 6. Keep things in proportion 7. Members must agree changes

  14. Leaseholder Offer • Plan to have signed off by Leadership Team September 2018 • Leaseholders all written to in May 2018 • Feedback put into revised document – going to Leaseholder Panel August 2018 • Following approval will need implementing

Main Themes Being Looked At Planning for the Future • Publish Capital Programme Dec 2018 • Start consultation earlier – more than statutory requirement • Offer and advise on Lease Extensions • Promote Freehold Sales • Consider selling attics & unused spaces Budgeting Effectively • Limit Major Works bills in S20 Guarantee • Extend repayment options • Incentives to pay in advance

Open Delivery • Verification process before bills sent • Clear plans for dispute resolution • Disputes Panel going forward • Lease Terms in plain English • Set out procurement process and involve Residents • Make sure it is clear how calculated • Involve Residents in Post Inspection process • Review standard breakdown of information sent

  17. Responsive Engagement • Develop Leaseholder Forum • Separate meetings before start of works • Help Leaseholders with other services such as gas, electric, health & safety • Delivery of all aspects of offer expected by 1.4.19

Community Centres • Multiple and different existing arrangements some managed by Residents others by Officers • Charging regime brought in 2016 • Minimal incentives for Residents to Self Manage • Buildings not being used as often as they could be • Plan to bring paper to Leadership September/October 2018

  19. Main Themes • Allow Residents to run Community Centres • Allow Associations to generate income • Ensure proper constitution and responsibilities set out • Health & Safety • Set guidance for income charges • Local Authority role move from direct management to overseeing governance
