Pilot Scheme Results 38% Reduction in Dissent across all Leagues • 25 showed a reduction whilst 6 showed slight increase • Survey carried out in December (1400 users) • 72% of Players wanted to continue with Sin Bins • 77% Managers/Coaches wanted to continue • 84% Referees wanted to continue • SKY Survey showed Referees requested the 1 major change • to be bought in was to be Sin Bins

  11. Extension of the Pilot 2018/19 Season Pilot Leagues: 31 Additional Leagues: 57 County Cups: 23 Total (nationally): 111 No BBFA adopted Sin Bins for 2018/2019 season; therefore also not adopted for any County Cups

  13. Impact on Existing Regulations Fundamental principal is “immediate punishment” - misconduct to be dealt with on the day, However, must still be reported by referees for permanent and ongoing records

Standard Sin Bin Punishments For single offences: • Financial penalties removed – no admin fee • (Misconduct has been dealt with on the day) For multiple offences in one match: • Repeat Offenders in a game (ie two dissent • offences) to get 1 match ban and £25 fine Still considered equivalent of two cautions •

Continuing Misconduct Dissent cautions still contribute towards accumulation of: • Multiplayer misconduct charges • (6 or more offences in one match) Individual accumulation of cautions • (threshold of 5 cautions before 31 December etc) Disciplinary points • (threshold of 75 points across the season) Club Respect charges • (accumulation of 5/10/15/20 offences)

  18. Match Day Process All Cautions for Dissent must be dealt with by the Sin Bin • Process Applies to Players only and not Substitutes or Coaching • Staff Referee Signals by issuing a Yellow card in the • normal way and pointing to the touchline where the player must go. (not a defined Bin area)

Match Day Process Period in Sin Bin is: • 10 Minutes for all matches of 90 minutes • 8 Minutes for all other matches • No designated area – just back with management and subs • Period starts when play restarts • Referee includes any lost time • Where neutral Assistants are appointed they assist • with timing otherwise teams where possible nominate someone to assist

Match Day Process Referee has final decision on when the player can return to play. • Does not need to be in a stoppage in play • A Player in the Sin Bin cannot be substituted until the period has expired • and not at all if all substitutes have been used If the period has not expired at the end of the 1 st half, it • continues during the 2 nd half (or Extra Time) If it has not expired at the end of Extra Time and there are • kicks from the penalty mark – the player can participate

Match Day Process Repeat Offenders (this will be a different approach that expected) If a temporary dismissed player : commits another YC Offence or RC offence during the sin bin period cannot take any further part • in the game and cannot be substituted Commits a non-dissent caution at any time on the field of play in addition to the sin bin period will • continue to play. Commits a 2 nd Dissent caution (and no other offences) will receive a 2 nd period in • the sin bin. At the end of that period, the player can take no further part in the game but can be substituted. Commits a 2 nd dissent action and has already had a non Dissent caution will • take no further part in the game and cannot be substituted All other Laws of the Game remain unaffected (i.e. 2 Non-Dissent Yellow cards) •

  25. FAQ’s Q: What happens if the Team go down to less than 7 players as a result of a Temporary Dismissal? A: If it is the players second sin bin and not permitted to return - the game will be abandoned

National Rollout – 2019/2020 FA Council and National Game Board have rules that • all “Grassroots Leagues” (currently defined as Step 7 and below) to use Temporary Dismissals for Dissent from the 2019/2020 season onwards NGB to consider the definition of Grassroots in this • context for potentially Step 5 & 6

  28. Next Steps The FA has instructed County FAs to provide training to all affected • Leagues and referees across the Country This is a mandatory requirement of the 2019/2020 League Sanction • 34 Leagues…. Approximately 34 weeks! •

  29. Next Steps All Leagues asked to: • Contact other local leagues with high crossover of Clubs and • Referees to discuss joint meetings. Provide three potential dates to host the meeting • between January and July BBFA will work with the Leagues to arrange an appropriate venue to • cater for the size of the group Meeting will be split in to two sections: • Match Officials – practical application of the Laws • Clubs – regulation impact • Whole meeting expected to last approx. 2 hours •
