TIP IP Solicitatio ion Updates

  • ARC released on May 28 staff-level recommendations for funding

in three federal funding categories:

  • Surface Transportation Block Grant Program (STBG)
  • Transportation Alternatives Program (TAP)
  • Congestion Mitigation and Air Quality Program (CMAQ)
  • Based on discussions with policy-makers recommendations are

limited to FY 2021

  • Will revisit funding availability later in 2020 calendar and provide

additional recommendations for FY 2021 and beyond – subject to project delivery and available funding levels

  • All recommendations require MPO committee approvals (TCC

and TAQC)

  • ARC staff was able to open up some additional funding

availability in FY 2021 in the STBG category by using the latest federal appropriations levels from GDOT

  • STBG recommendations - $30.9 million:
  • 5 LCI projects (5): $10.2 million
  • 6 Non-LCI projects (currently in TIP): $11.3 million
  • 10 Non-LCI projects (not currently programmed): $7.3 million
  • 10 Studies: $2.1 million
  • TAP recommendations – 7 projects, $6.1 million
  • CMAQ recommendations – 4 projects, $6.7 million

TIP IP Solicitatio ion Moving Forw rward

  • Requires a conformity-related TIP Amendment that will occur

this summer

  • All recommendations subject to MPO committee approval (TCC

and TAQC)

  • Project delivery is key this year. If both new and existing projects

in the TIP slip from FY 2021 to FY 2022, FY 2022 will be even more tight financially than FY 2021.

  • Available funding balances increase in FY 2023 and beyond.
