RULES AND REGULATIONS PAPER PRESENTATION COMPETITION THE 24TH ALSA NATIONAL ENGLISH COMPETITION PREFACE Paper presentation is an individual competition where each participant is required to create a paper (essay) in English about a given theme and present it with a presentation (PowerPoint) in front of the judges. The presentation must be interesting, creative and deliver the participants’ ideas within the time limit determined. RELEVANT DATES

PARTICIPANTS The participants consist of 25 (twenty-five) senior high school participants and 25 (twenty- five) varsity participants. Each senior high school and university is allowed to send the maximum of 3 (three) delegates, with the third delegate being put on the waiting list. PURPOSES The purposes of this competition are to enhance participants’ ability to create papers in English, as well to develop the participants’ ability, creativity to make, deliver their presentations, to build the confidence and courage to deliver ideas to the public. GENERAL RULES

  • 1. Every participant in this competition must be a senior high school student or university

student.

  • 2. The committee of ALSA E-Comp 2020 will not provide a refund for those who are

disqualified or quit for any reason.

  • 3. The committee is entitled to unilaterally cancel a competition if the number of participants

does not reach the minimum quota as determined by the committee. The minimum quota for each competition: ▪ Debate : 25 teams. ▪ MUN

  • Social, Humanitarian and Cultural Committee

: 25 delegates. (SOCHUM)

  • United Nations Office on Drugs and Crime (UNODC) : 25 delegates.

  • 4. Every participant who has registered online MUST re-register themselves and attend the

Technical Meeting on Thursday, October 9th, 2020. Participants who failed to follow this rule will be disqualified. There will be an exception only for those who are not able to come on the re-registration day by sending their permission for an absence to the committee beforehand through Amanda (089621988105/ LINE ID: amandaaurelie) for senior high school students or Mellynda (082274921105/ LINE ID: mellynda12) for varsity

  • students. The permission for absence must be due to personal urgencies or reasons for

which the committee found acceptable and it must be done maximum 1 (one) day before the re-registration day.

  • 5. The participants who have been registered online can be replaced with a new participant

before Thursday, September 24th, 2020 or precisely 7 (seven) days after the registration ends by sending the request of replacement to ALSA E-Comp 2020. Registration’s e-mail address: regist.alsaecomp@gmail.com, with the following format subject: Replacement_(Competition Type)_(Institution) and the following format body mail:

  • f. Reason

: The participant is required to attach any kind of related document that supports the participant’s reason (e.g. signed medical permit from the hospital). If the committee finds the reason as an acceptable reason, then the committee will send the approval of the replacement request to the participant’s e-mail address.

  • 6. After Thursday, September 24th, 2020 replacement of participants is not allowed and will

result in disqualification.

  • 7. The names registered on the website or the name of the replacement participant registered
  • n the ALSA E-Comp 2020 Registration’s e-mail will be the names printed on the

certificates with the limit of 20 characters for each name. The committee is not responsible for mistakes and misspelling made by the participant in the registration form.

  • 8. Every rule must be followed. Disqualification for any participant who violates the rule

will be under the discretion of the committee to decide unilaterally.

  • 9. The certificate of participation for every participant will be sent through e-mail in the

form of an e-certificate. The committee will ONLY send the certificate for the participants whose names are on the attendance list of the closing ceremony on Monday, October 12th, 2020.

  • 10. The trophy for the winners will be sent to the winners’ address via shipment. The shipping

cost will be borne by the winners. The prize will be transferred to the winners’ bank account. TECHNICAL MEETING

  • 1. Every participant or representative MUST attend the Technical Meeting on Friday,

October 9th, 2020.

  • 2. The Technical Meeting will be the platform for discussion about the rules to which the

competition will be based upon.

  • 3. The committee holds the ultimate control towards deciding whether a rule needs to be

changed or not.

  • 4. Results of the Technical Meeting are considered accepted and legitimate by the participants

and no objection later will be accepted by the committee.

  • 5. The participant and/or representative who are not able to attend the Technical Meeting due

to personal emergencies or for any reason will be considered in favor with all the results of the Technical Meeting’s discussion, no objection will be accepted by the committee. ELIGIBILITY To be eligible to compete, competing individual must:

  • 1. Be enrolled legitimately in a Senior High School or a University by showing the committee

a legitimate Student Identity Card at the time of re-registration.

  • 2. Have completed the payment of the registration fee and was successfully registered as a

participant.

  • 3. Note all relevant dates regarding the competition as mentioned in the RELEVANT DATES

section.

  • 4. Maintain eligibility at all rounds of the competition. The participant will be disqualified if

discovered ineligible to compete in any round.

  • 5. Each participant must be present to compete and cannot be represented by anything else
  • ther than themselves.

DRESS CODE

  • 1. The participants must keep their appearance neat and clean.
  • 2. Senior High School students are required to wear their school uniform unless stated
  • therwise in the specific rules and regulations for every competition and/or explained and

allowed by the committee.

  • 3. Varsity students are required to wear a collared shirt, with their respective university jacket

unless stated otherwise in the specific rules and regulations for every competition or explained and allowed by the committee. RULES DURING THE COMPETITION

  • 1. The competition will be held online via Zoom App, therefore participants should make sure

that the supporting equipment and devices are available (Laptop/PC with a functioning camera and speaker, microphone, and internet connection). The equipment needed will not be provided by the committee. With that, participants should provide them independently.

  • 2. During the competition, the committee will mute the microphone of all the participants.

Participants are only allowed to unmute the microphone when performing and talking.

  • 3. Participants should change their name on the Zoom Meeting into (Name)_(Type of

Competition)_(Institution). (e.g. Grace_Speech_UI)

  • 4. To make sure all participants are audible before the competitions start, there will be a

microphone checking session.

  • 5. If the participants are caught cheating, the committee is entitled to unilaterally decide to

disqualify participants from the competition.

  • 6. During the competitions, the registered participants cannot be represented by anyone else,
  • r otherwise will be disqualified.
  • 7. All participants should respect and appreciate every judgement from the judges.
  • 8. The judges' decisions are final and there is no correspondence pertaining to the judging

process will be reconsidered.

  • 9. When the participants make mistakes when performing, the committee does not

compromise and/or allow any pauses of duration nor provide any restart for the participants.

  • 10. If there are technical difficulties (such as any errors in microphones/speakers or troubled

internet connection) or should any problems arise during the performance of the

participants, to which is no fault of the participants, then the committee might allow a restart with the discretion of the committee with the approval of the judges.

  • 11. Every participant should be present punctually, at least 15 (fifteen) minutes before the

competition starts. We do not compromise any tardiness. If the participant is late to be present, then the committee will decide unilaterally to either postpone the performance or disqualify the participants from the competition. SPECIFIC RULES I. Competition Structure

  • 1. The competition will consist of one round in which all participants will present

their presentations via Zoom App.

  • 2. All participants will be judged by the same judging panel for the oral component.

II. Paper Specifications

  • 1. Each participant is required to make a paper in English about the given theme.

Senior High School:

  • “The Consequences towards the Quality of Education Regarding the

Removal of National Examination for Senior High School in Indonesia”. Varsity:

  • "The Impacts of the Ministry of Energy and Minerals Resources

Regulation No. 11 of 2019 on Export Prohibition on Coal and Mineral Mining towards the Mining Workers Rights”.

  • 2. The paper should be typed digitally and requires the following format:

  • 3. Total words from all pages are within the range of 3000 (three thousand) to 3500

(three thousand and five hundred) words (excluding footnote and references), meaning: a. The paper is to be no longer than 3.500 (three thousand and five hundred) words (maximum word limit); and b. The paper is to be no shorter than 3.000 (three thousand) words (minimum word limit); and c.

Failure to meet minimum word limit or exceeding word limit will be given

penalties of score reduction. The score will be reduced by 7 (seven) marks for every 50 (fifty) words. The reduction will start if the total words: 2.999 (two thousand nine hundred and ninety-nine) words and less, or 3.501 (three thousand five hundred and one) words and more.

  • 4. The paper must not contain racism, not morally offensive, have never been

published before and does not contain plagiarism.

  • 5. The participants are not allowed to change the paper after it has been submitted.
  • 6. Each participant may submit 1 (one) paper only.
  • 7. The deadline for soft copy submission is Tuesday, October 6th, 2020 at 09.00

a.m. Western Indonesia Time (WIB).

After sending email of the paper, the participants should send a Confirmation message to Agatha (081314133213): The submission of the paper (soft copy) after the deadline will be considered as a resignation from the competition.

  • 10. The files must be equipped with a cover page which consists of:
  • Name of the participant;
  • Level of competition (senior high school or varsity);
  • Which round of the speeches are submitted for; and
  • Title of the Paper.
  • 11. All submissions after the Technical Meeting will not be accepted and the

corresponding participant will be considered resigning from the competition. III. Presentation Specifications

  • 1. Each participant is required to make a presentation file (PowerPoint) in English

based on his/her paper.

  • 2. The presentation file (PowerPoint) should follow the following format:
  • a. Range of the slides in the presentation file is 5 (five) - 8 (eight) slides.
  • b. Maximum words on each slide is 30 (thirty) words. If there are more than 30

(thirty) words, the score will be reduced 10 (ten) points for every 15 (fifteen) words.

  • c. Usage of animations are permitted.
  • d. Usage of background sounds are prohibited.
  • e. Use clear and readable fonts.
  • f. The presentation may contain picture(s) and it must not be dominating the

slides.

October 6th, 2020 at 09.00 Western Indonesia Time (WIB). If participants exceed the deadline, the score of the participants will be reduced 5 (five) points in

  • 1. All participants are only allowed to use the presentation that has been submitted

before.

  • 2. Every participant should make their own opening and closing sentence.
  • 3. All participants are required to wear the following dress code:

  • 4. Oral Presentation will be held via Zoom App and all competing participants will

deliver their paper that they have made before the competition.

  • 5. Each participant will be called 3 (three) times in a row based on his/her turn to
  • perform. Participants who do not come up after being called 3 (three) times within

5 (five) minutes will be put on the last turn. Participants who do not come up after being called on the last turn will be disqualified.

  • 6. Upon being introduced, the participant shall proceed immediately to the speaking
  • position. Timing will begin with the participant’s first definite verbal or nonverbal

communication with the audience. This usually will be the first word uttered by the participant, but would include any other communication such as sound effects, a staged act, etc.

  • 7. The participants must show their faces and half of their bodies in their video
  • 8. There are no specific rules for the background of the video as long as it is free

from moving objects (such as people, vehicles, pets, etc.) and free from

  • 9. The presentation is divided into two parts:
  • a. Firstly, the participant will present their paper without interruption for 8

(eight) minutes maximum. Time warnings will be given as the timekeepers will raise: ▪ A notice will be given on the Zoom chat room as a sign for a participant to start delivering their presentation. ▪ Another notice will be given twice, on the 4th (fourth) and 8th (eight) minutes. ▪ When the 8 (eight) minutes time limit expires, the timekeeper will give a notice that the time is up. ▪ 15 (fifteen) seconds will be given as a tolerance time right after the time

limit expires. ▪ If the participant disobeys the maximum duration 10 (ten) minutes’ time limit plus the 15 (fifteen) seconds tolerance time, the judges or committee will stop the presentation immediately.

  • b. Secondly, the judges will question the participants on their oral

presentation for up to 7 (seven) minutes. During this Questions & Answers session, only the judges have the right to ask the questions. Thus,

  • ther participants and spectators are not permitted to ask any question.
  • c. Therefore, the total time given to each participant is 15 (fifteen) minutes.
  • 10. When the participants make mistakes when performing, the committee does not

compromise and/or allow any pauses of duration nor provide any restart for the participants.

  • 11. If there are technical difficulties (such as any errors in microphones/speakers or

troubled internet connection) or should any problems arise during the performance

  • 12. All participants are allowed to watch the ongoing presentation of other participants

and must remain silent while the other participant is delivering his/her presentation.

  • 13. All participants must mute or turn off their microphone during any of the

participants performances.

  • 14. Nobody is allowed to enter and/or exit the Meeting Room while the presentation is
  • ngoing.
