Introduction

  • Background information

– Central government institution – Established as a separate bureau in 1976 – Mission & Vision statements

  • Mission

The Central Bureau of Statistics is the independent and officially recognized provider of relevant statistical information on all social

  • areas. This information is integrated, reliable, objective, complete,

timely and accessible to the public.

  • Vision

The Central Bureau of Statistics intends to develop itself into the

  • nly officially appointed organization in the Netherlands Antilles to

produce high quality statistical products. The Bureau wants to reach this goal with well-educated and well-motivated personnel. The personnel are acquainted with the latest technological and methodological processing techniques.

  • Statistical products

– Demanding quality requirements for statistics – Statistics are produced by specialized departments

– Definition of quality

  • Quality is the totality of features and characteristics of a

product or service that bear on its ability to satisfy stated or implied needs

– Criteria to judge quality of statistics

  • Use of Quality Indicators:

– Relevance – Accuracy – Timeliness and punctuality – Accessibility and clarity – Comparability – Coherence

  • Relevance

– To meet current and potential users’ need

  • Publication of merchandise trade statistics using the special

trade system

  • Accuracy

– Closeness of the computations or estimates to the exact or true values

  • Compilation of St.Maarten merchandise trade data through

business survey

  • The merchandise trade data of Curaçao and Bonaire are

compiled through the Customs data

  • Timeliness and punctuality

– Timeliness reflects the length of time between its availability and the event it describes – Punctuality refers to the time lag between release date of the data and the target date the statistical information should have been delivered

  • Processing and completion of survey may take more time than

expected

  • Accessibility and clarity

– The possibilities to obtain the data – Use of graphs, illustrations, or metadata

  • CBS delivers its statistics in either digital and hardcopy formats
  • Data availability on the website: www.cbs.an

CBS Quality Indicators

  • Comparability

– To measure the impact of differences in applied statistical concepts and tools when statistics are compared between geographical areas or over time

  • Use of time series to compare national accounts data
  • Coherence

– Adequacy to be reliably combined in different ways and for various uses

  • CBS uses international definitions and standards for the

compilation of statistics

  • By integrating and balancing the data CBS is able to use

different data sources to produce statistics

  • Quality has to be managed well with limited

budgets

  • CBS is in the process of introducing a National

Quality Assurance Framework (NQAF)

– For the compilation of the national accounts the DQAF (IMF) is used

  • Good quality encompasses more than expected
