• New law on Public Procurement No 131 dated 03-07-2015

entered in force on 01 May 2016. Law is transposing EU directive 2004/18/CE, 89/665/CCE, and partially 2014/24/UE

• Set of the secondary legislation for applying Law No 131

dated 03-07-2015 was approved by the Government

• Strategy on Development of the Public Procurement

system in Moldova for period 2016-2020 was approved by Government on 14 December 2016

• Moldova officially assessed The Agreement on Government

Procurement (GPA) of the World Trade Organization on 14th July 2016

• Amendments to the Law No 131 dated 03-07-2015 was

adopted by the Parliament in September 2016 and as result the National Complaints Agency should be created under the Parliament

• Introduced Open Data Contracting with WB Support

• Memorandum on the piloting of the new multi platform hybrid

eProcurement system on micro value procurements was signed on 30th November 2016 between Ministry of Finance, Public Procurement Agency, eGovernment Center, representatives of the Business Associations, Civil Society and economic operators

• Starting January 2017 Public Procurement Agency and Ministry of

Finance with support of the EBRD has started piloting multi platform hybrid eProcurement system – MTender

• MTender is using all eGovernment solutions that have been elaborated

by the eGov Center with the WB support: MCloud, MConnect, MPass,

• MSign. During this year additional eGov services will be used: Mpay,

eFactura

• Full deployment of the MTender in 2018 (from planning up to

contract execution, including centralization procurement, framework agreements and eCatalogues)

• Centralization of the public procurement
• Introducing certification of the professional procurement officers

that will:

– increase of the professional level of the Contracting Authorities – decrease number of the canceled tenders due unprofessional level of the Contracting Authorities

• Full introductions of the EU Directive 2014/24/EU on

public procurement

• Transposing of the EU Directive 2014/25/EU on

procurement by entities operating in the water, energy, transport and postal services sectors and EU Directive 2014/23/EU on the award of concession contracts
