SLIDE 3
Agenda
- SER Energy Agreement
- Sustainability requirements in the SDE+
- Guarantee and transitional arrangements
- Structure of the Verification Protocol
- Verification routes
- Chain of Custody (CoC)
- Principles, criteria, and indicators
- Growth path
- Consultation and further procedures
SLIDE 4
SER Energy Agreement for Sustainable Growth
Agreed terms for co-gasification and co-firing.
- Annual maximum of 25 PJ (approx. 3.3 Mton wood pellets)
- Biomass to satisfy detailed sustainability requirements
Publication in SDE+ in 2015 and 2016
SLIDE 5
Subsidy scheme SDE+ (1)
- Sustainability requirements for co-gasification, co-firing and
industrial steam from wood pellets ≥ 10 MW
- 15% experimental space for other biomass co-gasification and co-
firing
SLIDE 6
Subsidy scheme SDE+ (2)
- Principles and criteria for:
- Greenhouse gas emissions
- Soil quality residue flows
- Carbon and change of land use
- Sustainable forestry
- Chain of Custody (CoC)
- Growth paths for small management
units from region to area level
SLIDE 7
Classification of biomass in SDE+
Carbon Manage ment CoC 1 Forests > 500 hectares All Forest All 2 Forests < 500 hectares Except for ILUC Forest All 3 Residues from nature and landscape management N/A Soil All 4 Agricultural residues N/A Soil All 5 Biogenic residues and waste flows N/A N/A All

Guaranteeing sustainability (1)
- Letter to the Dutch House of Representatives (18 March 2016)
concerning implementation End situation Companies should be able to show that all criteria have been met, by means of:
- approved certificates and/or
- verification based on the indicated Verification Protocol
Until completion of the statutory procedure (2017), a transitional scheme is in operation
SLIDE 9
Guaranteeing sustainability (2)
Minister Certificates Vprotocol CAB Statement Commission Accreditation Surveillance
SLIDE 10
Guaranteeing sustainability (3)
Transitional arrangements (Annex 5) Prove sustainability based on:
- Temporary use of elsewhere approved certificates
- Biomass from forests: certificates for sustainable purchasing of
wood NL
- Other biomass: certificates for biofuels under RED
- Or verification based on Verification Protocol
- Greenhouse gas criterion: verified calculation BioGrace II
- Criteria for carbon and ILUC: under development
SLIDE 11
Steps to final verification protocol
Now: Concept version for consultation => Thereafter new concept version Practical tests => Final version
SLIDE 12
Using protocol to test sustainability
- Aim of protocol / scope of verification
- Structure of the protocol
- Who may use it?
- Where in the chain can you use it?
SLIDE 13
Choices made during the verification strategy
- RVO.nl is the owner of the Verification Protocol
- Verification statements are issued after production:
- Sustainability demonstrable by means of certification,
verification, or a combination of the two.
- Conformity within the framework of the SDE
- Implementing Conformity Assessment Body (CAB) needs
accreditation for this protocol
SLIDE 14

Question: three routes to applying the protocol
SLIDE 18
.
Category First party CoC
1
Woody biomass forest management unit >= 500 ha Forest management unit
2
Woody biomass forest management unit < 500 ha Forest management unit
- r
Biomass first gathering point (Pellet mill)
3
Residues from nature and landscape management first gathering point (defined gathering location)
4
Agricultural residues
5
Biogenic residues and waste flows First gathering point (known source )

Principles, criteria, and indicators
Excluded from consultation:
- Principles and criteria (a part of regulation)
Included in consultation: Workability protocol for CAB’s:
- Indicators, pointers, should add detail to the content of the criteria,
compulsory compliance, but open to consultation
- Risk based approach
Excluded from the protocol:
- Means of verification, concrete tools, excluded from the protocol, left to
the expertise of the verifier
SLIDE 20
How does the hierarchy within the protocol work?
Principle 7: Biodiversity must be maintained and, where possible, increased. (criteria 7.1 to 7.5) Example: Criterion 7.2: Measures are adopted for the protection
- f endangered plant and animal types and, where possible, to
improve their populations and habitat. (Indicator 7.2.1. to 7.2.5) Example: Indicator 7.2.2: The management plans and other relevant policy measures and procedures should include clear actions to be taken to protect or maintain the presence of protected and threatened types and their habitats within the forestry management units.
SLIDE 21
Demonstrate at area or regional level
- Risk-based approach may be used at regional level
- Demonstrate low risk for all criteria
- Only for small management units (category 2)
- Limited in time (see below table for time path)
Start date 2015 2016 2017 2018 2019 2020 2021 Years in which the risk-based approach may be used 2015- 2020 2016- 2021 2017- 2021 2018- 2022 2019- 2022 2020- 2022 0*

The internet consultation
- Now continues to 20 April via our website
- Use the form!
SLIDE 23
Questions for consultation
- Too much / few indicators?
- Too strict / broad indicators?
- Which changes is required?
- Relation indicators - criterion?
Besides:
- Formulate proposals for improvement
SLIDE 24
Further procedure
- Presentation and FAQ for this webinar on the website
- Link to internet consultation on the website
- Practical tests using the protocol
