Impact of changes locally and mitigation of risks o Work has been split between both providers however partners will continue to work together in engaging with both organisations in providing services to offenders and ensuring service provision is not affected. o We are working towards the same outcomes but with different offender profiles. o Communication channels and key engagement with Councils and partners are and will remain embedded. o We will continue to work together to ensure new structures are effectively implemented.

  3. How will the new Probation Service work? The Target Operating Model is a system which will deliver a step change in the way the NPS and CRC rehabilitate offenders. 1. Quality of support delivered is critical to reducing reoffending 2. Flexibility to do what works to reduce reoffending 3. Tools needed to address offender needs 4. Efficiency being a core element of the model 5. Public protection remains paramount 6. Partnership working 7. Working to highest standards

Management, Accountability, Partnership Work, Scrutiny of CRCs Partnership work is central for both providers The major commissioner for service delivery is the National Offender Management Service (NOMS) For the foreseeable future, local accountability will remain through the Local Criminal Justice Board and Local Strategic Partnerships

  5. Timescales and Influence on Award and Services The competition is managed by the Ministry of Justice Contracts are largely based on desired outcomes (reducing reoffending) Scope to influence the way in which services are delivered

  6. Risks arising from Payment by Results – What if the contract fails? Still to be finalised but once decided will be negotiations between commissioner and provider

  7. Risk Assessments – Managing an increase in risk Clearly defined and understood initial risk assessment and risk escalation process to ensure that offenders are managed either by the CRC or NPS. 1. NPS will focus on high risk of serious harm 2. CRC medium and low risk The NPS and CRC will work collaboratively, which is further facilitated by co-location. Both providers will remain alert to risk factors and reassess both risk of reoffending and risk of harm on a regular basis. Key communication will be undertaken in managing risk of harm.
