  • Compared with the first document the present version contains

significant improvements, and most of the components meet the standards.

  • The proposed institutional arrangement includes a broad range of

stakeholders and the Board of Directors has representation from the government, indigenous peoples, private sector and civil society.

  • Dialogue and consultation process has begun and includes the

indigenous and afrohondurans peoples through the MIACC. Consultation strategy is fully elaborated including objectives, methodology and main aspects to be considered

  • Drivers of deforestation are identified in a qualitative way. Underlying

causes of deforestation are also mentioned and explained in the

  • document. More studies are planned to quantify drivers for each

forest region.

  • REDD strategic options include actions to control illegal logging and

eliminate underlying causes, as subsidies or other incentives to the agricultural sector in forest lands.

  • With respect to the development of the Reference Level, needs for

capacity building are identified, and explained with detail. The establishment of the Reference Level considers three levels, planning to start with subregional and regional level and scale it up to the national level.

  • MRV includes a “bottom – up” approach that adds transparency,

ensuring the involvement of a broad range of institutions and communities, including indigenous and afrohondurans peoples .

would add quality to the component 2b (strategy options)

  • Some improvement in the list of acronyms is still necessary
