  2. Introduction In order to assist the smooth passage of an application and to avoid unnecessary hearings, pre-application advice may be obtained from the Constabulary.

  3. Service of Notices • Any notice to the police required under this legislation must be served on: • The Chief Officer of Police, • The Licensing Department, • Mansfield House, • 74 Belgrave Gate, • Leicester LE1 3GG 11/26/04 Leicestershire Constabulary 3

  5. Action on receipt of Notice • The Licensing Department will liase with officers at the relevant Local Policing Unit and report to the Licensing Authority. • In many cases the local officers will liaise with the applicant to prepare a report. • A copy of the report will be available to the applicant. 11/26/04 Leicestershire Constabulary 5

  6. Method of Communication • Because of the tight time constraints imposed by the Act the use of e-mail is recommended by the Constabulary. • Faxed notices are acceptable as are those sent by traditional mail. 11/26/04 Leicestershire Constabulary 6

Conditions to be attached to Licences • Consideration will be given to seeking the attachment of conditions to licences, which will promote the Licensing Objectives, particularly that of preventing Crime and Disorder. • The Constabulary expects applicants to volunteer suitable conditions when they submit their operating schedule. 11/26/04 Leicestershire Constabulary 7

  8. Conditions to be attached to Licences • The Constabulary will enter into a dialogue with applicants to achieve a consensus on suitable conditions. • Each application will be viewed on its merits. • As a guide the following may be helpful. 11/26/04 Leicestershire Constabulary 8

Saturation Areas • Details of areas, which have been designated as saturated with licensed premises, will be set out in each Licensing Authority’s licensing policy. • Such a designation will indicate a rebuttable presumption that any application for a licence to sell alcohol in that area will be refused. 11/26/04 Leicestershire Constabulary 15

Saturation Policies • The Constabulary will make representations to the Licensing Authority where it believes that such a policy is justified. • As a rule applicants should expect the Constabulary to object to a new application in an area that has been declared saturated with licensed premises. 11/26/04 Leicestershire Constabulary 16
