WHAT IS VETEC?

  • The Virginia Employment Through Entrepreneurship Consortium

(VETEC) Program was a Workforce Innovation Fund initiative

  • VETEC was designed to:

▸ Provide comprehensive entrepreneurship training and technical assistance to

start their own business

▸ Promote policy change by supporting self-employment as a viable career choice

for job seekers; and

▸ Improve the prosperity of workers, businesses, and communities.

$8.35m;contract began July 2012

  • Program was in operation across

three unique LWIAs: ENOVATE, GR GATE, and Launch Hampton Roads

and dislocated workers over age 18

  • Random assignment was successful
  • VETEC led to a 9 percentage point increase in self-employment
  • Particularly among participants 45 and older, who saw nearly a 20 percentage

point increase in self-employment

  • VETEC did not have a significant effect on total earnings, salaried

employment, or UI receipt.
