  • EUR 5 million to finance interest subsidies and technical

assistance through the OCT Investment Facility of the EIB;

  • Under the OAD, OCTs are eligible to the EIB own resources

(EUR 100 million) and the OCT Investment Facility (EUR 48,5 million). 2

Funding opportunities: regular EU programmes

How it works?

  • The 2001 Overseas Association Decision (OAD), established a positive list of

the programs for which the OCTs were eligible, meaning that if an EU programme was not explicitly mentioned in the Decision, OCTs were not eligible for it;

  • In the new 2013 OAD the approach changed:

if a certain programme did not explicitly exclude the OCTs from participating, and this participation is not in contradiction with the objectives of the programme, the OCTs are eligible ‘by default’;

  • A revision is under negotiation in preparation of the new Multiannual Financial

framework (2021 – 2027) of the European Union. 3

EU-funded exchange programme for entrepreneurs from the EU members states and 11 additional countries; Opportunity to exchange knowledge, business ideas, contacts and experiences. 1-6 months exchanges for new entrepreneur with experienced entrepreneur abroad;

Curaçao participation (Statistics Nov 2018): 1 new entrepreneur attended a 2-month stay in Germany; 1 entrepreneur from Curaçao was hosting for a 4-month stay a new UK-based entrepreneur.

  • Leverage social innovation;
  • Thematic objectives: circular economy/clean energy/sustainable tourism etc;
  • Physical spaces such as (creative) commons, co-workings spaces etc.
