  • Adults 65 and older are among the most expensive

Medicaid recipients.

  • account for 3% of those with Medicaid (fiscal year 2015-2016)
  • represent almost 17% of total Medicaid expenditures
  • Shifting to less expensive settings, such as home-based care,

could significantly reduce state spending pressure.

  • If 20% of people projected to be served by skilled nursing were

instead served through home and community-based services, there would be no funding gap in 2020, but a $5 million surplus instead.
