EVALUATION OF TENDER Evaluation of Tender Offers : The procedure for evaluation of responsive Tender Offers will be in accordance with the eThekwini Municipality’s current SCM Policy, the Preferential Procurement Policy Framework Act No 5 of 2000, and the Preferential Procurement Policy Framework Act Regulations (January 2017) Based on Method 2 with financial and functionality The minimum number of evaluation points for Quality is 70.

FORM OF OFFER AND ACCEPTANCE • Note : Failure of a Tenderer to complete and sign this form will invalidate the tender • Form of offer amount be in line with the BOQ PRICING AND PAYMENT a) Fees: • Professional fees shall be invoiced on a progressive prorate basis (milestone achievement) for services that have been approved and accepted by the Client, subject to the following: • The client’s approval is to be obtained to proceed to the applicable stage being invoiced. • Program to be provided indicating deliverables and be in line with the BOQ b) Provisional Sums: • Use of provisional sums must be obtained from Client prior to its utilisation.

SCOPE OF WORK pg 48-51 • The appointment of a professional team under this tender is for the design and approval of the township layout of Cornubia Phase 2D located in Ward 35. • The yield of the precinct is approximately 2046 units made up of mixture of BNG comprises of low cost, double storey, row housing with some single storey units for disabled persons, High/Medium density Gap/Social housing. • EIA and WULA have been conducted and completed • The disciplines of services required are: ✓ Town/Urban Planner ✓ Civil and Structural Engineer ✓ Traffic Engineer ✓ Geotechnical Engineer ✓ Land Surveyor (Topographical)

  9. SCOPE OF WORK …cont pg 48 -51 • The scope is split into two broad stages: • Stage 1 : Planning phase, i.e. SPLUMA approval • Stage 2 : Implementation. Stage 2 is further broken down into Stage 2A: Bulk Services and,Stage 2B: Internal reticulation and top structures.
